GOVT TO COMPLETE FIRST PHASE OF SOCIAL ASSISTANCE DISTRIBUTION

          Jakarta, Feb 27 (Antara) - The government that is committed to providing social assistance to at least 15 million underprivileged families this year has targeted to complete the first phase of distribution of the assistance scheme in February 2018.
         In a bid to boost the prosperity of Indonesia's underprivileged families, the government has been implementing various schemes of social affairs assistance that it will distribute in four stages.
         "We have set February 2018 as the deadline for completing the distribution of the first phase of the assistance," Social Affairs Minister Idrus Marham noted while delivering the assistance in North Sumatra on Friday (Feb 23).
         According to the minister, the government has also vowed to ensure that the assistance will reach the intended beneficiary families (KPM). He made this statement while handing over the same assistance in Cirebon, West Java, on Monday (Feb 25).
         He said the government will ensure that all social assistance schemes, such as the Family Hope Program (PKH), Cashless Food Assistance (BPNT), and Rice Social Assistance (Rastra), reach the right KPM.
         "I am assigned by the president to check directly whether the aid reaches the intended recipients (KPM). It should not happen that the eligible beneficiaries did not receive the assistance," Marham noted during the distribution of PKH and BPNT social assistance schemes in Cirebon District on Monday.



         According to Marham, President Joko Widodo is fully committed to implementing the poverty alleviation and social assistance distribution programs on time and on target to the right KPM.

         Marham noted that the president had also frequently reviewed the process of delivery of PKH and BPNT in various regions in Indonesia. The head of state often held dialog and provided directions to the Ministry of Social Affairs and related stakeholders to ensure that the social assistance schemes are implemented optimally.
         "The president's message is that a deviation must be dealt with firmly, as we have made a commitment to ensuring that the aid is effective and provided rightly," he emphasized.
         "The president instructed the minister of social affairs to check whether the amount is appropriate," he pointed out.
         Each KPM is entitled to receive 10 kilograms of rice per month. Hence, the people are expected to not hesitate to report any deviations in the distribution of the assistance to the social service office or the officials-in-charge.
         To guard the implementation of the programs, Director General of Social Protection and Social Security Harry Hikmat claimed to have assigned officials to conduct thorough checks and ensure that the right KPM receive the assistance.
         "We have ordered all assigned officials to check and validate the KPM recipients," he said.
         Besides this, all regional government heads are also expected to ensure that the program is a success and accurately reaches the targeted families.
         To this end, Minister Marham has urged all regional government heads to check the on-field distribution of assistance to ensure that it is rightly delivered in accordance with the decided amount.
         While handing over assistance under the framework of the PKH in Lubuk Pakam, North Sumatra, on Friday (Feb 23), the minister had noted that his ministry, the House of Representatives, and banking sector were committed to ensuring that the distribution of the first phase of assistance will be completed in Feb 2018.
         The assistance comprised Rastra for the needy to improve their prosperity.
         "We have set February 2018 as the deadline for the completion of distribution of the first phase of the assistance," the minister remarked.
         Marham said he had communicated with the president on the ministry of social affairs' commitment to accomplishing the first phase of the social assistance program in February.
         The government is planning to provide BPNT and Rastra to some 15.49 million underprivileged families across Indonesia in 2018.
         The assistance will be distributed to the KPM scattered across 514 districts and municipalities in various parts of the country. It will be implemented in four stages in February, March, July, and August this year.
         To this end, the government has readied technical matters related to the distribution of social assistance schemes. Data of beneficiaries, by name and address, have been submitted by the Ministry of Social Affairs to the distributor bank accompanied by the Official Delivery Report.
         To support the smooth distribution of BPNT, at least 75,529 e-warongs, or electronic-shops, have been prepared. E-Warong is a bansos, or social assistance shopping place, which is an agent for members of the Himbara, an association of state-owned banks, or community stalls that sell basic food items.
         The KPM can receive the assistance in the form of rice and eggs at the e-warong. The suppliers of food to the e-warong are open. To ensure the readiness of e-warong, the Himbara will provide electronic data capture machines at every center and disseminate information to the agents.
         The government has made assurance that the distribution of non-cash food assistance in 2018 will be better than the same food assistance implemented in 2017.
         "The government is currently taking effective steps to ensure that the BPNT runs well," Maharani explained.
         An effective way is by ensuring that the data on KPM is accurate and on the right track. E-warong centers have also been running effectively. There is also a need to promote the program and disseminate information on banking products to KPM. ***4***
