ACEH TO DEVELOP MICRO FINANCE INSTITUTION

        Jakarta, Dec 1 (Antara) - The Banda Aceh municipal government will establish a Sharia micro finance institution to boost local economic activities, provide small businesses with access to sources of finance and prevent people from falling victims to loan sharks.
        The institution will be established in the form of a limited liability company following deliberations by the local government and the Regional Legislative Assembly (DPRD) of a 'qanun'  (bylaw) on micro financing, based on the Islamic Sharia (Islamic law).
        The limited liability firm that will be formed will be called PT Syariah Mahirah Muamalah micro finance company, initiated by Banda Aceh Mayor Aminullah Usman and his deputy Zainal Arifin, and will belong to the local government.
       "Two laws are expected to be put in place to serve as a legal basis for the establishment of PT Syariah Mahirah Muamalah, and two draft laws have already been discussed by the legislative and the executive," Iskandar Mahmud, a member of the DPRD, said in Banda Aceh, Monday (Nov 27).
         In addition to the draft law on the formation of a limited liability company, he stated, the executive also proposed the draft law on Banda Aceh City's capital investment in PT Syariah Mahirah Muamalah.
        According to Mahmud, who is a politician of the Golkar Party, the draft law for the establishment of PT Syariah Mahirah Muamalah and the draft law for capital participation in the company have been discussed with the Ministry of Home Affairs and the Government of Aceh Province.



        In terms of share ownership, he pointed out that Banda Aceh city government would have a minimum 51 percent stake in PT Syariah Mahirah Muamalah, and this is a mandate of the local government law.
        The soft launching of the planned financial institution was almost done on Sept. 7, 2017.
        The birth of the financial institution is a realization of the mayor's pledge to empower small businesses and home industries in Banda Aceh, in line with the priorities of its mission and vision on economic, religious and educational programs.
        "Today, I am very happy, because we have successfully established this Sharia micro finance institution. This is the promise made to encourage the growth of people's economy, especially small businesses and households where financing with the Sharia system can be applied," Aminullah Usman was quoted as saying by the official news portal of the Banda Aceh City on Sept. 17, 2017.
        The objectives of establishing a Sharia micro financing institution include providing financing access support, consulting services and improving the performance of micro businesses, small   firms and home industries. It also aims to expand employment opportunities and reduce the poverty rate.
        Therefore, the establishment of a Sharia financial institution for Banda Aceh City was considered to be urgent, and a quick process was needed so that the efforts to increase economic activities, especially in small scale ones, could be accelerated to expedite a faster growth.
         The presence of the micro financial institution is also expected to free the community and small business actors from the practice of borrowing capital from unofficial institutions that actually burden them, such as getting capital from loan sharks.
         "As recorded, the current poverty rate in Banda Aceh reaches over 7 percent and unemployment is above 12 percent. Hence, the existence of this institution is expected to boost the economy and reduce the poverty rate," noted Mayor Usman, who is also the chairman of the Society of Economic Sharia (MES) of Aceh Province.
          At this time, the party is continuing to finalize the preparations for the birth of the Sharia micro financing institution, which will be under the control of the Banda Aceh City government with a 60 percent share ownership.
        The mayor appreciated the Financial Service Authority (OJK) and Bank Indonesia (BI/the central bank) for their support in the establishment of PT Syariah Mahirah Muamalah.
        OJK itself promised to issue permits within the next 60 days.
        Meanwhile, Teuku Hanansyah, Chairman of Shariah Micro Financing Establishment, affirmed that Sharia financial institution was one of the instruments to regulate the economic system in Islam.
         "Its existence must be viewed in its overall context," he added. The purpose of this institution is to empower low-income economies; improve service quality and micro finance access; provide entrepreneurship education to the community; and become partners of banks and other financial institutions to channel micro financing with the Sharia system.
        Sharia economy expert Syahrizal Abbas, who is the director of the Postgraduate Program of the Ar-Raniry State Islamic University (UIN) of Banda Aceh, mentioned that the birth of a financial institution that applies the principles of Sharia was the mandate of God.
        Therefore, he asked the institution to apply transactions based on the Sharia principles, and avoid the practice of usury, because usury is prohibited in Islam for destroying the ideological order of the Muslim society.***3*** (A014/INE/H-YH)
