TRANS-JAVA TOLL ROAD TO BE CONNECTED BY 2019

        Jakarta, Nov 3 (Antara) - The government has targeted to finish the construction of Trans-Java Toll Road connecting Merak in the western tip of Java Island with Banyuwangi in the eastern tip of the Island by 2019.
         The he pre-construction work of the Probolinggo-Banyuwangi section having a length of 170.36 kilometers (km) is now being accelerated, Herry Trisaputra Zuna, Head of the Toll Road Regulator Agency (BPJT), said on Friday. It is expected that this section will enter the construction phase in the middle of 2018.
         By 2018, the government expects that all sections of the Trans-Java from Merak in Banten Province to Probolinggo in East Java province, will be connected. Thus, the remaining section will be from Probolinggo to Banyuwangi in the eastern tip of Java Island.
          "By the end of 2018, the Trans-Java Toll Road will be connected not only to Surabaya (capital of East Java province) but also to Probolinggo," Herry Trisaputra Zuna, Head of the Toll Road Regulator Agency (BPJT) of the Public Works Ministry, said in Jakarta, Friday.
          In 2018, the government is targeting to accomplish an additional 766.3km of new toll road sections across the country. Thus, by the end of 2018, the length of  toll roads, which are already in operation, will reach 1,321.5km. By 2019, new toll roads will cover 533.1 km  so that the total length of toll roads operating in the country will reach 1,854.6 km.
         The next section, namely the Probolinggo-Banyuwngi will also enter the pre-construction phase.


          
         The investment value of the Probolinggo-Banyuwangi section is about Rp23 trillion, he stated. It excludes the value of land, which is worth some Rp4 trillion, he explained.
         All funds used to construct the toll road and the land acquisition will not taken from the state budget but from the State Asset Management Institution (LMAN), he added.
         "The beginning of the construction work will depend on the land acquisition process. We hope the construction work can start by the middle of 2018," Zuna stressed.
         The construction work will start on sites whose acquisition has been completed. The lands that were acquired first most likely belong to state-owned forest company PT Perhutani, he observed.
          "About 30 percent of the lands to be used for the toll road belong to PT Perhutani. So, we can start from those belonging to Perhutani," he noted.
          Following the auction for the national strategic project, only one participant was left, namely a state-owned consortium company, which is composed of state company PT Jasa Marga, PT Waskita Toll Road and PT Brantas Abipraya, Zuna revealed.
         Once the toll road fare negotiation is settled early next year, the Toll Road Management Agreement (PPJT) will be signed.
         Eka Pria Anas, Toll Road Construction Auction Chief Committee of the BPJT, noted the state-owned consortium consisting of PT Jasa Marga, PT Waskita Toll Road and PT Brantas Abipraya was the only company that had reached the last stage of the auction for the Probolinggo-Banyuwangi toll road section project.
        Based on regulations on the procurement of goods and services, the government will carry out negotiations on the toll road tariff when the auction process leaves only one participant.
         "The section of the Trans-Java Toll Road now on auction is the Probolinggo-Banyuwangi. PT Jasa Marga is there. We are preparing negotiations on the price. We hope it is settled this month," he remarked.
        Anas said his side based its price calculation on the highest tariff, namely Rp1,500 per km for category I vehicles in 2019. However, the government will also take into account the people's and logistics entrepreneurs' purchasing power. After all, the toll services will not be used merely by private cars but also trucks of category 3 to 4.
        In a related development, President Joko Widodo (Jokowi) inaugurated Sections 1b and 1c, measuring 8.26 kilometers (km) in length, on the Bekasi-Cawang-Kampung Melayu (Becakayu) Toll Road, Friday morning.
        The president said the Becakayu toll road would facilitate residents of Bekasi of West Java and its surrounding areas to gain easy access to and from Jakarta.
         "The construction of the remaining sections of the toll road that leads to Bekasi and Tambun will be continued, so that the access from Bekasi to Jakarta will become easier," Jokowi stated, while commissioning sections 1b and 1c of the Becakayu Toll Road.
          He remarked that the commercial operations of Becakayu will begin on Saturday (November 4).
          "This project had been stalled for 21 years, while the order letter for its construction was issued in 1996," the president noted. Jokowi said the project was restarted in 2015.
         "These (two sections) have been completed and will be continued until the sections leading to Bekasi and Tambun is completed, " he added.
          The construction of the Becakayu toll road is being carried out in phases, with Section I stretching up to 11.9 km; section II covering 4.1 km; and section III having a length of 7.8km.
         The Becakayu toll road is being built and operated by PT Kresna Kusuma Dyandra Marga (KKDM) with shared ownership by PT Waskita Toll Road 98.97and PT Jasa Marga 1.03 percent.
