GOVERNMENT SET TO COMPLETE TOLL ROADS OF 1,854.6 KILOMETERS

          Jakarta, Nov 27 (Antara) - The government of President Joko Widodo (Jokowi) is determined to connect sections of toll roads of 1,854.6 kilometers across the country by the end of 2019.
         "The target is to make the toll roads of 1,854.6 kilometers operational by the end of 2019," Head of Toll Road Regulatory Agency (BJPT) Herry Trisaputra Zuna stated at the Ministry of Public Works and Public Housing (PUPR) in Jakarta on Friday (Nov 24).
         In 2018, the government is targeting to accomplish an additional 766.3 kilometers of new toll road sections throughout all the the country. Thus, by the end of 2018, the length of toll roads, which would be operational, will reach about 1,321.5 kilometers.
         In the meantime, in 2019, new toll roads of 533.1 kilometers are expected, so that the total length of toll roads operating in the country by the end of Jokowi's administration in 2019 will reach 1,854.6 kilometers.
         The toll road segment now being developed is the Solo-Ngawi segment, Ngawi-Kertosono, Ciawi-Sukabumi, in Java Island, and a number of toll road projects in Sumatra, such as in Lampung.



         In Java, the government is determined to finish the construction of Trans-Java Toll Road, connecting Merak in the western tip of Java Island with Banyuwangi in the eastern part of the Island, with a total length of about 1,200 kilometers, including sections already built by the previous governments.
        "By the end of 2018, from Merak in the west, the Trans-Java Toll Road will be connected not only to Surabaya (capital of East Java province) but also to Probolinggo (to the eastern direction of East Java)," Zuna remarked.
         From Probolinggo, the toll road will be extended to Banyuwangi, the easternmost of East Java province.
         The pre-construction phase of 170.36 kilometers Probolinggo-Banyuwangi toll road project, which is part of the Trans-Java Road, had been accelerated and would enter the construction phase by mid-2018.
          The investment value of the Probolinggo-Banyuwangi section is about Rp23 trillion, he stated. It excludes the value of land, which is worth some Rp4 trillion, he explained.
          All funds used to construct the toll road and the land acquisition will not be taken from the state budget but from the State Asset Management Institution (LMAN), he added.
         "The beginning of the construction work will depend on the land acquisition process. We hope the construction work can start by mid-2018," Zuna stressed.
         The construction work will start on sites whose acquisition has been completed. The lands that were acquired first most likely belong to state-owned forest company PT Perhutani, he observed.
         "About 30 percent of the lands to be used for the toll road belong to PT Perhutani. Therefore, we can start from ones belonging to Perhutani," he noted.
         Following the auction for the national strategic project, only one participant was left, namely a state-owned consortium company, which is composed of state company PT Jasa Marga, PT Waskita Toll Road, and PT Brantas Abipraya, Zuna revealed.
        Once the toll road fare negotiation is settled early next year, the Toll Road Management Agreement (PPJT) will be signed.
        Eka Pria Anas, Toll Road Construction Auction Chief Committee of the BPJT, noted that the state-owned consortium, consisting of PT Jasa Marga, PT Waskita Toll Road, and PT Brantas Abipraya, was the only company that had reached the last stage of the auction for the Probolinggo-Banyuwangi toll road section project.
         Based on regulations on the procurement of goods and services, the government will carry out negotiations on the toll road tariff, when the auction process leaves only one participant.
         "The section of the Trans-Java Toll Road now on auction is the Probolinggo-Banyuwangi. PT Jasa Marga would be involved. We are preparing negotiations on the price. We hope to reach a decision this month," he remarked.
         Anas revealed that his side based its price calculation on the highest tariff, namely Rp1,500 per kilometer for category I vehicles in 2019. However, the government will also take into account the people's and logistics entrepreneurs' purchasing power. After all, the toll services will not only be used by private cars but also by trucks of category 3 to 4.
         In the meantime, the Trans Java Toll Road is expected to link the Trans-Sumatra Road, which lies 2,000 kilometers long from Bakauheni in the eastern part of Sumatra, to Aceh in the western tip of the island.
         Trans-Java could be linked to the Sumatran highway with ferries in the Sunda Strait. Construction of toll roads in Sumatra, which are part of the Trans-Sumatra, is also now underway in a number of sections.
         The Trans-Java and Trans-Sumatra toll roads are expected to help improve the flow of goods and human transportation, as well as to help generate economic development on the two islands of Java and Sumatra.
