GOVT URGED TO FURTHER PROMOTE ITS TAX AMNESTY PROGRAM

          Jakarta, Sept 9 (Antara) - The government needs to conduct intensive campaigns to further promote its tax amnesty program so that it will attract more taxpayers and achieve its target of collecting Rp165 trillion from repatriated assets.
         The government launched the tax amnesty program last July, hoping to redeem Rp165 trillion from Rp1,000 trillion repatriated assets, out of the estimated Rp4 thousand trillion assets being stashed overseas.
         However, up to July 9, the total redemption from repatriated money the government collected amounted to only Rp8 trillion, or about 8.4 percent of the target. It was earlier predicted that significant amount of amnesty penalties would be collected in September, when the first period of three months will end, where redemption tariff is set at four percent.
    The trend was in keeping with the prediction made by economists and the government that the participation of taxpayers was likely to increase in September, just as the deadline for the first tax amnesty period approaches.



         The redemption tariff has been set at four percent for the July to September period, six percent for October to December and 10 percent for the January to March 2017 period. Yet, the redemption collected until September 9 has not yet registered a significant increase.
         Therefore, legislator Reni Marlinawati of Commission X on Creative Economy Affairs of the House of Representatives (DPR) urged the government to conduct a more intensive campaign and promotion of the tax amnesty program.
         After all, Bank Indonesia (BI), the Indonesian central bank, had forecast that the government could only earn Rp21 trillion of its Rp165 trillion target.
         Reni Marlinawati reminded the government of the need to launch massive dissemination of the tax amnesty program so that the target would be achieved.
         "The government should conduct socialization on a massive scale," Reni Marlinawati said in a written statement in Jakarta Thursday.
         Socialization through seminars, for instance, to disseminate information on the tax amnesty, will make people more aware of conditions regarding the program, according to Reni. Yet she was optimistic that the revenue target could be achieved by the government.
         "If you look at the public interest so far, there are those who have already taken advantage of this tax amnesty, and I am optimistic the target will be achieved," she said.
         Meanwhile, up to September 9, 2016, the Letters of Assets Declaration (SPH) which have been registered in the tax amnesty program have reached 45,039 with a total value of redeemed money of Rp8 trillion, or about 4.8 percent of the targeted Rp165 trillion, the Directorate General of Taxation revealed on its website.
         The Rp8 trillion redemption money is composed of Rp6.71 trillion garnered from non-small and medium enterprises (SMEs) related to individual taxpayers, Rp411 billion from SME individual taxpayers, Rp688 billion from non-SME corporate taxpayers, and Rp15.5 billion from SME corporate taxpayers.
         The amount of assets already declared and repatriated was recorded at Rp353 trillion, consisting of assets declared at home amounting to Rp260 trillion, assets declared overseas at Rp79.9 trillion and repatriation at Rp16.5 trillion.
         In the meantime,  Bank Indonesia (BI) has predicted that the government will only be able to earn Rp21 trillion in redemption money from its tax amnesty program which will last until March 31, 2017.
         BI Governor Agus Martowardojo said at a hearing with Commission XI on financial affairs of the House Representatives (DPR) that based on BI's forecast, the government will only collect Rp18 trillion in 2016 and an additional Rp3 trillion in 2017.
         The number is far from the target set under the Law on Tax Amnesty, which anticipated earnings of Rp165 trillion until March 31, 2017.
         In addition, Agus said the estimated funds' repatriation would only be Rp180 trillion, far below the target set at Rp1,000 trillion.
         "That's our baseline model, and that's a conservative figure based on what's been achieved until now," Agus said after a working meeting at the House on Thursday morning.
         He further said the central bank had made the forecast, based on its assumptions after seeing the funds already repatriated, which have only reached Rp14.8 trillion, with redemption funds pegged at Rp5.7 trillion in the first week of September.
         With the flow of funds' repatriation in connection with the tax amnesty program, Agus believes the Indonesian economy could grow by 5.1 percent in 2017 as agreed between the government and Commission XI during a working meeting to discuss the macro assumption in the draft 2017 State Budget.
         Coordinating Minister for Economic Affairs Darmin Nasution said on Friday that the achievement of the assumed growth target set at 5.1 percent in the 2017 draft budget would rely on the realization of the tax amnesty program.
         "It can depend much on how the tax amnesty program is realized," he said at his office.
         If the realization meets the target then there will be hope that the economy in 2017 will be able to grow above the target that has been agreed upon by the government and the House of Representatives, he stated.
         "But if the realization is not quite good, well a 5.1 percent growth is quite reasonable," Darmin said.
         The assumption of the target of economic growth has been set by House Commission XI at 5.1 percent, which is 0.2 percent less than the figure disclosed by President Joko Widodo in his state address before the House on August 16. ***3***(A014/INE/B003)
