BOMB BLASTS PROMPT CALLS FOR IMMEDIATE REVISION OF ANTITERRORISM LAW

          Jakarta, May 27 (Antara) - The law governing crimes and violence allows security officers to take actions after there are proofs of criminal deeds. This can be a loophole for perpetrators, particularly terrorists, to commit crimes.
         The legal enforcers can only punish executors who have already committed the crimes such as physical attacks on certain objects but have not yet been able to prevent their acts. It is handled only after terror incidents have occurred.
          Many bomb attacks have occurred because of a loophole. The most recent one is the suicide bomb attacks in Kampung Melyu area in East Jakarta which killed three police personnel and two suicide perpetrators and injured dozens of others last Wednesday evening.
          The incidents promoted many groups to call for the immediate completion of the revision of the antiterrorism law in order to provide a legal basis for law enforcers to take actions if they detect signs of crimes. What is more important is to prepare a comprehensive, planned, and preventive policy.
          The National Awakening Party (PKB) has urged the revision of Law No. 15 of 2003 on Antiterrorism at the earliest, so that efforts to prevent terror attacks will have a legal basis.



         "The PKB is ready to support the efforts to accomplish the draft revision of the law on antiterrorism now being deliberated between the House of Representatives (DPR) and the government. The draft law can serve as a basis for efforts to prevent terrorism," PKB Secretary General Abdul Kadir Karding noted in Jakarta on Friday (May 25).
         Karding called on all parties to work together in the face of radical and terror movements through the application of comprehensive approaches. Security officers from the police, military, and intelligence body should boost synergy to prevent terror acts.
         "Deterring terrorism and radicalism should be ingrained in the mindset of players of all sectors and state institutions," he added.
           Indonesian National Police Chief General Tito Karnavian expressed hope that the revision of the antiterrorism law will strengthen efforts to prevent acts of terror and allow legal action to be taken against behaviors leading to terror.
         "We want preventive measures to be accommodated in this law, so that a truly systematic and comprehensive approach would be in place to prevent acts of terror," he stated at the Police Hospital of Said Sukanto in East Jakarta on Friday night.
          Attorney General HM Prasetyo noted that the present law on terrorism was not effective and needed revision to prevent more terror attacks.
          Calls for revision of the law on terrorism are louder following Kampung Melayu suicide bombing in Jakarta on Wednesday evening.
         "This confirmed that the present law on terrorism is not adequate and needs revision," Prasetyo said on Friday, adding that currently people are too free to commit various kinds of terrorism.
          The effective legal basis is needed to prevent terrorism. "We should not act after a bomb explodes, but we should prevent it from happening," he remarked.
          After all, people are free to hold military training as there is no law against military training by civilians. "What is the purpose of the training other than a preparation for terrorism?" Prasetyo said.        
    Currently, many Indonesians have gone abroad to join terrorists, but law enforcers cannot do anything against them. Therefore, the law should be revised to allow police to prevent and at the same time take necessary action.

         So far, the Indonesian National Police has not been able to arrest people who have participated in such training before they are proven to have committed acts of terror.
        "If they use wooden weapons and airsoft guns, we cannot catch them. They scale the mountain for a training camp. Actually, the intention of the camping activity is part of the iddad (preparation) to carry out a terror attack Hence, it should be criminalized or prosecuted. Many activities should be criminalized before the terror acts occur," he stated.
         President Joko Widodo has highlighted the need to accelerate the revision of Law No. 15 of 2003 on Combating Criminal Acts of Terrorism in a bid to offer greater powers to law enforcers.
        "We want the government and the House of Representatives (DPR) to speed up the revision of the antiterrorism law in order to facilitate the law enforcement officials to have a strong foundation," Jokowi remarked during a visit to the site of two bomb explosions after visiting the wounded victims at the Kramat Jati Hospital.
          "As this is an urgent matter, I have just now ordered the coordinating minister for political, security, and legal affairs to immediately complete the revision of the antiterrorism law, so that law enforcers will have a stronger foundation to act, especially by taking preventive measures," he pointed out.  ***2***(A014/INE)EDITED BY INE
