EVALUATING IMPACT OF PACKAGES ON LOGISTICS CENTERS

        Jakarta, Aug 27 (Antara) - The government will evaluate the impact of its economic policy packages on Bonded Logistics Centers (PLB) to see whether the policy is effective in facilitating the flow of goods in bonded zones.
         The evaluation will  be carried out in the Cikarang PLB, West Java, among others, by a team of the Working Group I (Pokja I), one of the four Pokjas set up to accelerate and monitor the implementation of the government's economic policy packages.
         The Pokja I will carry out observations in bonded areas as part of its task to conduct a campaign and dissemination of information on the package of policies. The working group also carries out its task of disseminating information through media advertisements. 
    Her group will see the problems being faced in the implementation of the economic policy packages and try to find solutions to the problems, according to Pokja I Coordinator for Economic Affairs, Diah Maulida. It will see the problems prevailing there before and after the implementation of the policy, she added.




         In its coordination meeting, the Pokja I discussed two main aspects for its observations, namely the technical aspect and substance aspect. On the substance aspect, the Pokja I has classified the packages thematically with regard to industry, investment, people's purchasing power, and logistics, in addition to exports and national tourism.
         With regard to tourism, for instance, the Pokja I will ask information from investors operating in Special Economic Zones (SPZ), such as the Mandalika SPZ in West Nusa Tenggara. "We will ask them about the ease of doing business condition in Mandalika after the issuance of the economic policy packages," Diah said Tuesday (August 23).
         On the technical aspect, Pokja I will involve associations, as the objects of the policy packages, in organizing economic policy package forums.
         "We have coordinated in arranging schedules for the agenda. The Pokja I will prepare the needed papers and resource persons. The forum will not be in a one way communication but be designed to exchange views so that the reasons why the policy package has yet to show positive impact could be revealed," Trade Minister Enggartiasto Lukita, who is also the chairman of Pokja I, said.
         Since September last year, the government has released 13 economic policy packages covering various sectors in an effort to boost investment and accelerate development in the country.
         In order to see the impact in the implementation of the policy package, President Joko Widodo (Jokowi) has set up four working groups (Pokja) to evaluate the implementation of the policy.
         The working groups are Pokja I, assigned to launch a campaign and disseminate information on the policy; Pokja II on accelerating and settling regulations problems; Pokja III on evaluation and analysis of policy impacts; and Pokja IV on the handling and settling of legal cases.
         The results of the Pokja III survey early in August 2016 for example, showed the effectiveness of the economic policy package in the development of macro-economy.
         Chairman of the Pokja III Raden Pardede presented the results of his working group's survey to a coordination meeting at the office of the Coordinating Minister for Economic Affairs on Tuesday, August 2, 2016.
         The survey which was conducted by the Pokja III concerned the effectiveness and the presence of the package policy in the region. Business and local governments in the region have been well aware of the 13 economic policy packages issued by the central government. Of the 157 business firm respondents, 86 percent acknowledged to have been well informed of the policy and 14 percent others, particularly those in the region, said they have not.
         In the meantime, of the 53 regional government respondents in 25 provinces, only about 1.9 percent claimed to have no knowledge about the economic policy packages.
         The results of the survey indicated that the economic policy packages had the potential to boost and advance conducive macro-economic development.
         However, the survey also showed that the level of businesses' satisfaction of the economic policy packages is still low, although their knowledge about it is relatively high.
         "That is the result of the survey. Therefore, we are asked again to improve regulations and to find out the reasons for their low satisfaction. So, we see its effectiveness from the respondents who are all business makers," Raden noted.
         The survey showed that there are businesses whose satisfaction level is still below 50 percent. One of the concerns of the business world is that investment permits are often not synchronized between those of the central government and of the regional governments.
         Because the projects are located in the region, businesses often start from zero again in the region although they have settled their investment permits in the central government.
         In connection with this, the Pokja III has provided input on its findings to the relevant ministers and suggested that the policy packages should be sharpened more to make them more effective and satisfy businesses.
         "Regional governments are already satisfied with the economic policy packages but there are businesses whose satisfaction is below 50 percent," Raden Pardede said.
