LEGAL BATTLE ON ELECTIONS FUELS VIOLENCE OUTSIDE COURT

          Jakarta, Aug 21 (Antara) - Tense faces were visible inside and outside the Constitutional Court (MK) which was hearing a dispute on the presidential election result in Jakarta, Thursday.
         The MK was holding its final session to issue a verdict on a dispute filed by the Prabowo - Hatta presidential and vice presidential pair on the result of the Indonesian July 9, presidential elections.
         The Prabowo - Hatta team sued the General Elections Commission (KPU), accusing it of having organized a structured, systematic and massive election fraud. The KPU has declared the Joko Widodo - Jusuf Kalla duo the winner of the presidential contest.
        During the court proceedings, tense faces were seen inside the court, while outside thousands of Prabowo supporters rallied and packed the Merdeka Selatan and the Merdeka Utara Streets.
         Before the MK issued a ruling that rejected Prabowo legal suit, a brief scuffle broke out between security officers and demonstrators around the nearby Horse Statue circle. Police officers fired a tear gas shell to disperse demonstrators. A number of people were injured but police claim no victims suffered from gunshot wounds.


         In order to stop any unsavoury incidents, police have virtually placed on alert at least around 21 thousand personnel from the Police Mobile Brigade of the Jakarta police. They were assisted by 10 thousand military members from the Jakarta Military Command (Kodam Jaya).
        The National Police deployed thousands of personnel to secure at least 41 vital spots.
        "There are 41 spots which we have to secure, including government buildings, economic centers and the buildings of the Election Supervisory Agency (Bawaslu), the Election Organizers' Ethics Council (DKPP) and the MK," Public Relations division head of the Indonesian Police, Inspector General Ronny F. Sompeie, said.
         In spite of efforts by the police to secure the MK session, an incident occurred even before the MK ruled in favor of the KPU between security officers and demonstrators. Seven people were injured during demonstrations at the Horse Statue circle.
        "The injured persons were taken to the hospital," Head of the Medical and Health Department of the Jakarta Police Senior Commissioner, Musyafak, said.
         One injured person was a member of the Communication Forum of Retired Military/Police Indonesia (FKPPI), Aziz S Ahmadi Rihut.  Four victims suffered bruises after they fell in the melee and they are being treated in Tarakan Hospital, Central, Jakarta, Musyafak said.
         The majority of the victims were injured when they fell during the stampede after officers turned water cannons on them, Musyafak remarked.
        "There were no injuries from a blow or from shots (rubber bullets) fired by officers," he emphasized.
         No one suffered gunshot injuries during the brief scuffle that broke out between security officers and demonstrators, head of the Public Information Center of the National Police's Public Relations, Brig Gen Boy Rafli Amar said.    
    "We want to clarify that no one suffered a gunshot injury during the brief incident around the Horse Statue circle which is located not far from MK building," he said.

        He denied reports that there were two gunshot victims who were now being treated at Cipto Mangunkusumo (RSCM) Public Hospital.  "We have no reports from our officers in the field of any gunshot victim from the incident," he added.
        However, he promised to still investigate the veracity of the claims. Boy Rafli also admitted that there were injured protesters (not from gunshots) in the incident.
       "Regarding reports about injured victims, we will find out the truth. Police will cross check," he said.
        To guard the MK, police officers have used a three-ring security system. The first ring is secured by the police in the court room, the second ring is outside the building and its lobby while the third ring covers streets around the MK building in Jalan Medan Merdeka Barat, he said.
        All the three rings must be cleared of demonstrators. The police has set up spots in the parking lot of the National Monument (Monas) and at the Hotel Indonesia (HI) traffic circle areas for those who want to make public statements and speeches.
         Senior Commissioner Rikwanto, the police kept protestors behind the third ring, some 300 to 1 thousand meters from the Constitutional Court building, according to Jakarta Police spokesperson.
         "The protesters are only allowed to demonstrate at the third ring around the Statue of the Horse circle, Embassy of the United States, Pertamina and Harmony," said  Rikwanto.
          Those allowed to enter the first and second ring must have identification from the Constitutional Court to attend the court session, Rikwanto noted.
         Overall, some 29,000 officers secured the MK during the announcement of the verdict, including 2,100 members of the Mobile Brigade.
         In the meantime, Commander of the Indonesian Defense Forces (TNI) General Moeldoko also instructed military officers securing the Constitutional Court (MK) to not carry live ammunition.
        "No officer is allowed to carry live ammunition. If they do not follow the instruction, I will punish the commanders," General Moeldoko stated at a roll call prior to securing the MK's verdict on the election dispute.
        After the MK decision to reject Prabowo's lawsuit, Tantowi Yahya who acted as spokesman of the Prabowo camp expressed deep concern about the victims who suffered from both light and serious injuries during the incident at the rally.
        Prabowo Subianto did not show up at the press confErence as, according to Tantowi, he was visiting the injured victims.**1***
