MORE MINISTRIES EXPECTED TO SECURE 'WTP' OPINIONS

          Jakarta, June 3 (Antara) - The State Audit Board (BPK) has announced the results of its auditing of the financial reports of ministries/state institutions and has given them the assessment ratings that depict their financial performances.
         The BPK has given the institutions the rating of its auditing results in the classifications of Unqualified Opinion (WTP) rating (for perfect reports), Qualified Opinion (WDP) rating for fair reports but with notes, Adverse Opinion for bad reports, and Disclaimer Opinion (TMP) for reports where the auditors decline to provide opinion (auditors are not convinced with the reports).
         A number of ministries and state institutions this year have obtained the WTP status for their financial reports of 2016. Ministries/state institutions which secure the WTP rating included the Home Affairs Ministry, Transportation Ministry, Energy and Mineral Resources Ministry, Village, Disadvantaged Region and Transmigration Ministry, and the Attorney General's Office.
         The BPK has also provided assessments for the financial reports of provincial and district governments.
         Many state ministries and state institutions have found it difficult to secure the WTP status. Even the central government obtained the WTP status only after 12 years this year.



         The Ministry of Defense, Ministry of Environment and Forestry, Ministry of Women's Empowerment and Child Protection, National Family Planning Coordinating Board, National Election Commission, and Geospatial Information Agency have received the WDP status.
          The Ministry of Marine Affairs and Fisheries, National Commission on Human Rights, State Ministry for Youth and Sports Affairs, Public Broadcasting Agency TVRI, Maritime Security Agency, and Creative Industry Agency have earned the TMP status.
           For the first time in 12 years, the BPK has given the WTP rating on the 2016 Financial Report of the Central Government (LKPP).
         The BPK has given the WTP while submitting report to a plenary session of the House of Representatives in Jakarta on Friday (May 19). WTP is an audit opinion to be published if the financial statements are considered to provide information free of material misstatement.
         BPK chairman Moermahadi Soerja Djanegara stated that based on the result of auditing by BPK, the LKPP of 2016 naturally presented all material aspects in line with the Government Accountancy Standard.
          "Unqualified opinion on LKPP  in 2016 was the first given in 12 years after one in 2004," Moermahadi said.
         The result of auditing  on LKPP was based on the results of examinations  of 87 financial reports of the ministries and government agencies (LKKL)  and a financial report of the State Treasury (LKBUN). The WTP rating was given to around 84 percent or 74 LKKLs,  Fair Opinion with the exception (WDP) on 8 LKKLs and  Disclaimer Opinion (TMP) on 6 LKKLs. The WDP on 8 LKKLs  and the TMP on 6 LKKLs had no material effect on 2016 LKPPs as a whole.
         In the meantime, Indonesian President Joko Widodo (Jokoqi) is keen to witness more ministries or institutions earning the Unqualified Opinion (WTP) status from the BPK.
         The president made the statement during the Investigation Report event for releasing the 2016 Central Government Monetary Report (LKPP) at the Bogor Palace in West Java on Tuesday (May 23).
         For this purpose, Jokowi  has instructed every institution to form a special task force in a bid to receive the WTP rating from BPK.  "I want every ministry or institution to set up a 'task force,' so that in future, this will be a necessity, which in fact is supposed to be a clear requirement to receive the WTP rating. This is our obligation to wisely utilize the money of the people and state," the president emphasized.
         On the other hand, Jokowi also lauded the central government for its efforts in earning the WTP status from the BPK in the 2016 LKPP.
         "Thankfully, after 12 years, for the first time, the central government has received the WTP rating from the Indonesian BPK for the 2016 LKPP. This is the result of our hard work and efforts made by the ministries and all institutions so far while using the people's money," he remarked.
         BPK Head Moermahadi Soerja Djanegara on the occasion  revealed that 73 State Ministries/Institutions Monetary Report (LKKL) and one Public State Treasurer Report received the WTP rating. These figures reach 84 percent, a rise from 65 percent recorded last year.
          After all, eight LKKL received the "Qualified Opinion" (WDP) status, and six others received the "Disclaimer," or TMP status.
         The president has urged those ministries and institutions that received the WDP and TMP ratings to bring about changes immediately.
         "Next year's target is that every institution or ministry should receive the WTP status. No Disclaimer and not even WDP; this is our obligation for managing the people's money," Jokowi emphasized while urging the ministries to take the matter more seriously.
         "The essence of the government's accountability is its moral responsibility towards the people. The money should be utilized fully for the people, and they must feel the benefits. No one may play around with the people's money," he added.***3*** (A014/INE)
