HOUSING PROGRAM FOR LOW-INCOME PEOPLE IN PROGRESS

          Jakarta, May 11 (Antara) -- The Indonesian government is developing houses under its one million housing development program to provide 603,516 shelters to the country's low-income people (MBR) and 396,464 others to non-MBR families.
         President Joko Widodo, who is popularly known as Jokowi, recently (April 29) launched the one million housing development program simultaneously in nine regions through a video conference centered in Ungaran in Semarang, Central Java.
         In Ungaran, the president conducted the ceremonial groundbreaking for the construction of 103,135 houses as part of the first phase of the construction of one million houses.
         In the first phase, the government will build 331,693 houses for low-income people in the nine regions of Semarang, North Sumatra, South Sumatra, Jakarta, Banten, West Java, East Java, Central Kalimantan and South Sulawesi.
         In these regions, the laying of the cornerstones was carried out simultaneously, marking the beginning of the construction of one million houses. It was done through a video conference with the president.
         Of the 603,561 units of houses prepared for low-income people, 331,693 will be built in the first phase, 98,020 in the second phase and 173,803 in the third stage.
         Public Works and Public Housing Minister Basuki Hadimuljono had said that his ministry will commence work this year to reduce the large backlog in the implementation of the housing program.

 
         According to Hadimuljono, the government has already set aside Rp13 trillion from the state budget and Rp500 million from the Social Security Management Agency (BPJS) for the program to build one million units of houses.
         It has also allocated Rp220 billion in the 2015 Revised State Budget for assistance in the down payment for housing credits. Those entitled to the financial assistance are buyers of modest houses who earn a maximum salary of Rp4 million per month and buyers of modest apartments who earn a salary of Rp7 million per month.
         During the video conference with the deputy governor of South Sumatra, President Jokowi affirmed that he will facilitate the implementation of the government's one million housing project for low-income people in the country.
         "The government will facilitate the construction of houses in regions where the one million housing program will be carried out for low-income people," the president stated during his video conference with Deputy Governor of South Sumatra H. Ishak Mekki.
         The project of building one million units of low-cost houses by 2019 is aimed at assisting low-income people own a house, the president explained.
         However, he emphasized on the importance of ensuring the availability of land for the project before funds are disbursed.
         As part of the program, the first phase of the construction of the houses will be carried out for people in the low-income bracket.
         While reporting to Vice President Jusuf Kalla, Minister Hadimuljono confirmed that the government had prepared some 331,000 housing units as part of its program to build one million houses over the next five years. He added that the construction of 331,000 houses had started this year.
         "We reported to the vice president that 331,000 houses were set after President Joko Widodo conducted the ceremonial groundbreaking. Some 20,000 houses were completed before the groundbreaking and 103,000 houses after it was held," he affirmed.
         Hadimuljono also pointed out that the government has set a target of building low-cost houses in the next three months and low-cost apartment houses next year.
         Therefore, the government, in cooperation with state-owned banks, insurance companies and other firms, will calculate the down payment and interest subsidy needs. The minister added that citizens will pay only 1 percent of the total price as down payment and Rp4 million in cash to buy the low-cost houses.
         Moreover, the Ministry of Public Works and Public Housing and state-owned housing developer PT Perumnas will team up to carry out the one million housing development project, Hadimuljono revealed.
         President Director of Perumnas Himawan Arief Sugoto noted that his company plans to build 33,500 units of low-cost houses and operate low-cost apartment houses in 2015.
         In addition, the Indonesian Settlement and Housing Developer Association (Apersi) earlier questioned the government's readiness to carry out the one million housing development program in the coming five years. It said that so far, the government had set aside only Rp5.1 trillion for the program.
         Council Chairman of Apersi Edy Ganefo pointed out that if the government was willing to build one million houses, it should allocate a funding of at least Rp102 trillion. The allocation of Rp5.1 million is enough to build only 40 to 50 thousand houses.
         However, he admitted that the government's strategic step to build one million houses needed to be appreciated. "Apersi and other developer associations support the government's program because people of the low-income bracket need to be helped to own a house," he remarked.
         Furthermore, state-owned savings bank Bank BTN also expressed its support for the government's plan to build one million houses. As part of its support for the program, Bank BTN has prepared its human resources, technology, business processes, funding and supply of houses to expedite the implementation of the government program.
         "We have prepared our human resources to process credits and other loan services," President Director of Bank BTN Maryono affirmed in press statement on Wednesday (April 29).
         He added that since the beginning, BTN had believed that the national housing program would require support from all sides and that BTN would always be in the frontline to provide it.
         "We are ready to support the program with a number of corporate actions that we will carry out to welcome the housing development scheme," Maryono emphasized. 
    He also expressed hope that the one million housing development program is expedited because stakeholders involved already shared a synergy. 
    "I do not see this scheme as an ambitious program. It needs input and thoughts from all stakeholders so that it is carried out expeditiously," Maryono said in a discussion in Bogor West Java recently. 
    He also pointed out that the one million housing development program must concatenate to cover the backlog of housing needs. Till 2015, the need for houses is estimated to have reached 15 million units, with this requirement increasing by 500 thousand units every year.
