INDONESIA, MALAYSIA STEP UP INVESTMENT COOPERATION

      Jakarta, April 30 (Antara) - Indonesia and Malaysia have agreed to increase cooperation in the plantation and fishery sectors and to attract foreign direct investment to ASEAN countries, particularly to Indonesia and Malaysia.
         Malaysia became the second-largest investing country in Indonesia after Singapore last year. Therefore, the Indonesian Investment Coordinating Board (BKPM) offered Malaysia investment opportunities in the plantation and fishery sectors.
         "Malaysian investment in Indonesia increased rapidly, registering a growth of 73 percent in 2015, compared to that in the previous year," BKPM Chief Franky Sibarani noted on the sidelines of an Indonesian-Malaysian investment forum in Kuala Lumpur on Friday.
         The BKPM chief encouraged Malaysian plantation companies to expand their business not only in the oil palm plantation but also in the agricultural processing industry.
         "Investors are interested in the development of oil palm plantation in Indonesia but they have to follow Agriculture Minister Decree No. 26/2007 which sets the maximum acreage at 100 thousand hectares," Franky stated.

INDONESIA TO LURE TOURISTS FROM UAE

          Jakarta, April 29 (Antara) - Indonesia is trying to attract foreign tourists from the United Arab Emirates (UAE) as it anticipates that tourist arrivals from Malaysia may drop in the coming month of fasting.
         The Tourism Ministry has predicted that the number of tourist arrivals from Malaysia will drop by about 10 to 15 percent as Malaysians do not prefer to travel during the fasting months.  
    Therefore, the government is cooperating with Qatar's national flag carrier, Qatar Airways, to increase the frequency of flights to Indonesian tourist destinations.

         It also established cooperation with Emirates Airlines to increase the frequency of direct flights from the United Arab Emirates to tourism destinations, such as Jakarta, Surabaya (East Java), Denpasar (Bali), and Lombok (West Nusa Tenggara).
         Tourism Minister Arief Yahya said on Thursday that he recently visited Dubai to promote the country's Halal Tourism Destinations and its visa-free policy that is designed to lure tourists from Dubai to visit Indonesia.

POLICY PACKAGE INCREASES EASE OF BUSINESS IN INDONESIA

          Jakarta, April 28 (Antara) - After unveiling its 11th  economic policy package late last month, the government on Thursday announced again the 12th tranche of the package aiming at increasing the ease of doing business in Indonesia.
         "This is a big and important package with a wide scope," Chief Economic Minister Darmin Nasution said at the State Palace following the announcement of the new policy by President Joko Widodo(Jokowi)  in Jakarta on Thursday.
         President Jokowi  announced the twelfth tranche of the economic policy package regarding the ease of starting new small and medium business (SMEs) undertakings.
         The policy package is part of the nine-point development program (Nawacita), which mandates the country to become a self-reliant and competitive nation, the president said.  
    Through this policy package, the government will make every effort to simplify procedures, cut fees and shorten the settlement of several aspects, including the ease of starting new businesses, application for building construction permits, property registration, electricity donation, and access banking loans, he stated. 
    This policy package may have a more significant impact and improve the ease of doing business, he said.

FISHERMEN NEED PROTECTION

          Jakarta, April 28 (Antara)  - Fishermen who are key players in providing fish protein for the nation need to be developed and protected so that they could increase production and improve welfare.
         Fishermen protection has been regulated in Law on Protection of Fishermen, Cultured Fish Breeders and Salt Farmers. About seven million fishermen who live in the coastal areas in the country still remain poor.
        "The government should draft Government Regulations (PP) and bylaws to ensure the on-field implementation of the law in line with the people's aspirations," lawmaker Akmal Pasluddin  said in Jakarta on Tuesday.
         The fishermen should also be covered with an insurance scheme. The fishermen's insurance is one of the priority programs of the Marine and Fisheries Ministry (KKP) in its efforts to boost the prosperity of fishermen and to protect some one million of them in Indonesia.
         However, based on data at the KKP, only 715 thousand Indonesians held fishermen ID cards. Possessing a fisherman's ID card and being covered under the development of the Marine Affairs and Fisheries Service is one of the prerequisites to becoming a holder of the fishermen's insurance policy.

INDONESIA EXPECTS ASSET REPATRIATION OF RP560 TRILLION

           Jakarta, April 25 (Antara)  The Indonesian government is now submitting to the House a tax amnesty bill which, according to the country's central bank, Bank Indonesia (BI), could facilitate the repatriation of about Rp560 trillion of assets stacked abroad so far.
         The House of Representatives (DPR) will likely finish deliberations on the bill by the end of next month (May). If endorsed into law and implemented, about 60 percent of assets worth Rp3,147 trillion could be eligible for tax amnesty or pardon.
         The Global Financial Integrity 2015 data showed funds belonging to Indonesians stashed abroad totaled Rp3,147 trillion. However, not all of the amount could get tax amnesty.
         According to BI Governor Agus Martowardojo,  only about 60 percent of the total funds abroad could be pardoned based on the tax amnesty scheme.
         The remaining 40 percent could not receive the tax amnesty facility because the funds were gathered through illegal sources, such as corruption, narcotics trade and human trafficking.

"WONDERFUL INDONESIA" ECHOES IN VARIOUS COUNTRIES

          Jakarta, April 23 (Antara) - Indonesia is currently introducing its tourism potential through "Wonderful Indonesia," a campaign it is promoting in many countries, such as Montenegro, China, Monaco and the United Arab Emirates.
        In Monaco, the Indonesia Pavilion was voted 'Best Participant' by the organizers of the 25th International Tourism Exchange and Tourism Fair and Equipment for Hotels & Catering (METUBES) Fair which was held from April 21 to 23 in Budva, Montenegro.
        Through the Indonesian Embassy in Belgrade, the "Wonderful Indonesia" brand was promoted and Indonesia became the first Asian country to become a partner of the event.
        The Indonesian Embassy in Belgrade informed in a statement received in Jakarta on Saturday that Indonesian Ambassador to Montenegro, Harry  Kandou, is working to strengthen relations between both nations.
        One of the steps aimed at fostering relations between Indonesia and Montenegro is the participation in the METUBES Fair.
        Indonesia's presence in Montenegro is not merely to attract tourists but also to boost business-to-business cooperation in the field of tourism. "The Indonesian Pavilion sprawled over I63 square meters promotes the "Wonderful Indonesia" tourism program with a focus on the maritime sector.

HOUSE EXPECTED TO FINISH TAX AMNESTY DEBATE IN MAY

         Jakarta, April 23 (Antara) - The government hopes that the House of Representatives (DPR) will wrap up deliberations in May of the tax amnesty bill which has been in parliament since it was submitted by the government last year.
         The DPR should keep its promise to finish deliberating on the tax amnesty bill by the end of May 2016, Vice President Jusuf Kalla said. The debate on the bill was previously expected to be wrapped up by parliament last January.
         It would be impossible to finish the debates during this current sitting period of the parliamentary session which will end on April 29, Chairman of the Commission XI on financial affairs of the DPR, Ahmadi Noor Supit said.
         "I think we could rush to finish it before the draft revision of the state budget (APBNP) is passed into law. Hopefully we could do it end of May," Supit said after a meeting with Vice President Jusuf Kalla in Jakarta Wednesday (April 20).
         The government needs to introduce a tax amnesty law in an effort to withdraw or repatriate big funds or assets stacked overseas. The repatriation of funds so far stashed abroad will increase the number of new taxpayers and raise the state revenues from tax receipts.

GOVT TO DEVELOP RENEWABLE ENERGY FOR RURAL ELECTRICITY

          Jakarta, April 22 (Antara) - The government is planning to build power generators using new and renewable energies (EBT) to provide electricity for the country's rural areas or villages.
         The planned use of new and renewable energy is part of the country's electrification program called "Indonesia Terang" (Bright Indonesia).
         Renewable energy is expected to help cover 23 percent of the government's target to produce 35 thousand megawatts (MW) of electricity by 2019.
         Currently, 12,659 of 74,754 villages in Indonesia are still without electricity and 65 percent of them are in six provinces in eastern Indonesia.
         Therefore, the Ministry of Energy and Mineral Resource is prioritizing the development of power infrastructure in six eastern provinces through the "Indonesia Terang" Program or PIT.
         With its 'Indonesia Terang' program, the government has a target to provide electricity for 10,300 villages until 2019, or about 97.35 percent of the country's electrification ratio.

INDONESIA HOPES TO STOP SUGAR IMPORTS

          Jakarta, April 21 (Antara) - The government will make utmost efforts to boost its sugar production, meet the domestic needs, and stop the importation of the commodity.
         The government will strive to increase the country's sugar production by building 10 new sugar factories in addition to the existing 60 old sugar mills to expand the acreage and to boost the productivity of sugarcane plantations.
         So far, Indonesia has been importing sugar to meet its domestic needs as the local sugar mills are only able to produce some 50 percent of the country's annual requirement of some five to six million tons.
         This year, the government has allocated a quota for the importation of 3.22 million tons of raw sugar to meet the needs of the country's food and beverage industry for refined sugar in 2016.
        "The figure increased by five percent from that in the previous year as the need for refined sugar for the food and beverage industry increased by over eight percent per annum," Acting Director General of External Trade of the Ministry of Trade Karyanto Suprih had stated last month.

DOWNSTREAM FISHERY DEVELOPMENT KEY TO IMPROVING FISHERMEN'S WELFARE

          Jakarta, April 21 (Antara) - After some progress was achieved in the upstream sector, the country now needs to encourage the development of the downstream fishery industry in an effort to offer opportunities to idle fishermen and improve their welfare.
         The Marine Affairs and Fisheries Ministry (KKP) has implemented various policies in the upstream sector to fight illegal fishing, ban transshipment at sea, disallow the operations of fishing vessels of certain tonnage, and prohibit the use of certain fishing devices.
         Although poaching had reduced with the implementation of the policy, yet fish production has slowed down, and millions of fishermen and fishing boat crew members have become idle.
         In the meantime, the development of downstream fisheries is yet to show substantial results, in terms of boosting the welfare of the fishermen.
         The Indonesian Chamber of Commerce and Industry (Kadin) believed that KKP Minister Susi Pudjiastuti had applied a good policy with regard to the upstream sector. However, Kadin suggested that the minister should also intensively empower the fishery industry from the upstream to downstream areas.

GOVERNMENT UPBEAT OVER MICRO LOAN TARGET By Andi Abdussalam
          Jakarta, April 20 (Antara) - The government is optimistic about its target of disbursing micro loans (KUR) worth Rp120 trillion to small and medium-scale enterprises (SMEs) in 2016.
         The optimism is based on the fact that until the first week of April this year, the distributor banks or financial institutions assigned by the government were able to disburse Rp31 trillion in KUR credits, or about 25.8 percent of the target.
         "We forecast that the target can be achieved even before the end of the year," Bobby Hamzah Rafinus, the deputy for fiscal and monetary coordination of the Office of the Coordinating Minister for Economic Affairs, stated here on Monday (April 18).
         So far, the trend has been that the disbursement of the KUR credits is usually faster after the first quarter of the year. Bobby also believed that expeditious availability of KUR credits in the coming quarters would be fueled by an increase in the number of KUR credit distributors.
         Earlier, only a handful of banks acted as distributors. Now, financing institutions and cooperatives can also function as KUR credit distributors.
         The government has increased the number of distributor banks from seven to 19. Most of the total KUR credit target this year will be disbursed by the three state-owned banks.

INDONESIA HOPES FOR MORE GERMAN INVESTMENT

          Jakarta, April 19 (Antara) - German investment in Indonesia has remained miniscule over the past five years, accounting for only US$552 million, about one percent of its total investment overseas.
         However, the visit of Indonesian President Joko Widodo (Jokowi) to Berlin on Monday is expected to open new flow of German investment to Indonesia.
         During the president's visit to Berlin, German and Indonesian businesses concluded a number of business agreements, including an agreement to invest in the smelter sector, worth US$800 million.
         The Indonesian Chamber of Commerce and Industry (Kadin) had earlier predicted that the visit of the President will mark a new phase in German investment coming to Indonesia.
         Kadin General Chairman Rosan Perkasa Roeslani revealed that on the first day of the president's visit to Berlin, a business-to-business MoU worth US$875 million was to be signed between Indonesian and German businesses.

INDONESIA TARGETS TO ATTRACT TOURISTS FROM MIDDLE EAST, CHINA

          Jakarta, April 18 (Antara) - Indonesia is intensifying its tourism promotional activities in the Middle East and China in an effort to attract 12 million foreign tourists this year and 20 million by 2019.
         In a bid to lure international tourists from these two regions, the Indonesian government is developing special tourism destinations. As tourists coming from the Middle East are mostly Muslims, 10 provinces are now being developed as Halal tourism destinations.
         Besides this, the Indonesian government is also preparing 10 tourism destinations known as the "10 New Balis." These ten new destinations are expected to become as popular as Bali, the famous Indonesian tourist resort island of Bali Province.
         Minister of Tourism Arief Yahya had stated recently that the term "New Bali" was an expression that promoted new destinations to attract as many tourists as those visiting Bali Island.
         The ten prioritized tourism destinations in 2016 include Lake Toba (North Sumatra), Belitung (Bangka Belitung), Tanjung Lesung (Banten), Seribu Islands (Jakarta), Borobudur Temple (Central Java), Mount Bromo (East Java), Mandalika Lombok (West Nusa Tenggara), Komodo Island (East Nusa Tenggara), Wakatobi National Park (Southeast Sulawesi), and Morotai (North Maluku).

TAX AMNESTY MUST ALSO TARGET TAX DODGERS AT HOME

          Jakarta 14 (Antara) - The government has submitted a proposal of a draft law on tax amnesty to the House of Representatives (DPR) aimed at repatriating money or assets stacked abroad.
         The amount of money stashed in overseas banks is believed to be huge, and its repatriation would help Indonesia carry out its economic development independently without the need to increase its external debts.
         According to Executive Director of the Center for Indonesia Taxation Analysis Yustinus Prastowo, the repatriation of the assets would help Indonesia become more independent in developing its economy ahead.
         In addition, it could further help the country if tax dodgers at home, who are in large numbers, could also pay their taxes. Therefore, the tax amnesty should also target errant tax payers at home.
         The number of corporate bodies in Indonesia reaches some five thousand companies, but only some two thousand of them are registered with the directorate general of taxation. Of these registered companies, only some 500 regularly pay taxes.

BALI EXPECTED TO OFFER HOTEL-VILLAGE TOURISM PACKAGES

                Jakarta, April 13 (Antara) - Bali Province's Tourism Service wants hotels in the tourist resort island to collaborate with tourism villages to offer hotel-village tourism packages wherein visitors can stay and spend the night at the houses of local residents.
             "I have a dream that hotels will treat the villagers as 'adopted sons,' so that the houses of the residents could also serve as places for tourists to stay. This is a step to empower the village communities," Anak Agung Yuniartha Putra, head of Bali Province's Tourism Service, stated here on Wednesday.
             Yuniartha explained that before the tourists were allowed to stay at the houses in the tourism villages, the hotels should spread awareness among the local residents or occupants of the houses regarding hygiene and other service standards, so that no complaints are raised by the guests.
             "With regard to human resources, we are ready to provide guidance and training," the Bali tourism service chief noted.

GOVT'S ONE MILLION HOUSES PROGRAM MOVING SLOWLY

          Jakarta, April 12 (Antara) - The government's one million houses development program this year has been progressing at a slow pace.
         Till last March, the physical construction of the 112,992 houses being built by the public housing ministry had been completed only to 0.4 percent extent.
         The government is to build 112,992 units this year out of these one million houses while others are to be built by other agencies or by the private sector.
         The Ministry of Public Works and Public Housing (PURR) openly admitted that million houses program for the lower-income people (MBR) has not gone on track smoothly this year.
         "This year, the program is on, and while it is the beginning of the year, not much has been achieved so far. Even, the government's part in the program is lacking, and is still in the physical construction stage," Deddy Permadi, the director for house development planning of the PURR, said on March 28.
         Last year, the government launched its one million houses program to provide 603,516 shelters to the country's low-income people (MBR), and 396,464 others to non-MBR families.
         This year, the government is determined to continue the program and make the procedures more easy to overcome constraints.

MANY VOICE DISCONTENT AGAINST GOVERNMENT'S TAX AMNESTY PLAN

          Jakarta, April 12 (Antara) - The government's plan to introduce a law on tax amnesty to withdraw or repatriate funds stashed abroad has trigger discontent among several circles, including non-governmental organizations and other overseas parties.
        Executive Director of the Center for Indonesia Taxation Analysis Yustinus Prastowo stated on Sunday (April 7) that the government's tax amnesty plan had become the subject of debate among public officials.
         Prastowo said there were apparently parties opposed to the imposition of tax amnesty at a time when the current year was being viewed as the opportune time to implement the plan.
         "Now, is the momentum for those who have parked funds abroad to repatriate their assets, so that they can avoid legal punishment regarding tax violation in future. After all, this year offers the right momentum before the implementation of the Automatic Exchange of Information (AEoI) in 2018," he pointed out.
        The AEoI is a system of automatic exchange of information on tax accounts among countries that will become effective in 2018. This will allow the state to trace assets of citizens stacked abroad.
        Therefore, the government is now submitting a bill on tax amnesty to the House of Representatives for deliberations to be enacted into law. The government's tax amnesty plan mainly aims to repatriate assets into the country.

GOVT CONTINUES TO FACILITATE SMALL BUSINESSES

          Jakarta, April 10 (Antara) - The government continues to facilitate the development of small and medium enterprises (SMEs) which is one of the country's economic pillars in the private sector apart from cooperatives and state-owned companies.
        In its efforts to develop SMEs, the government, since the launch of a series of its economic policy packages last year, has included small businesses as one of its targets in its efforts to improve the country's economic development.
        Among the economic packages which provides facilities for the development of small businesses is the third package issued in October last year which regulated the facility on how small businesses can get more access to micro loans through the smallholder's credit (KUR) scheme.
        The government gave priority to export-oriented SMEs through the smallholder's export-oriented credit (KURBE) scheme.
        The Ministry of Cooperatives and SMEs is convinced that the KURBE scheme will become the best solution to cheap financing problem of SME players and cooperatives.

JAKARTA RECLAMATION AFFECTS THOUSANDS OF FISHERMEN

          Jakarta, April 9 (Antara) - Fishermen in Muara Angke in North Jakarta are the most affected by the ambitious giant sea wall and reclamation project in North Jakarta coastal area around the Jakarta Bay.
         The Indonesian Traditional Fishermen Association (KNTI) said reclamation of 17 islands in the Jakarta Bay has cut the income of local fishermen by about 40 to 50 percent.
         "Obviously, it has had a big impact on the economy of traditional fishermen as their income has come down by 40 to 50 percent," KNTI chief patron Chalid Muhammad said during a public discussion in Jakarta on Saturday (April 9).
          In the discussion, Chalid said thousands of fishermen have been alienated and now find that they have restricted access to fishing since the Jakarta Bay in North Jakarta has been privatized, thanks to the reclamation of man-made islands.
          "Fishermen's catch has dropped drastically and the quality of the Jakarta sea water has deteriorated. The reclamation has made the waters turbid, so fishermen have to sail far away for fishing," he said.

JAKARTA COASTAL RECLAMATION STILL FACES LEGAL PROBLEM

          Jakarta, April 9 (Antara) - After three years of construction, the North Jakarta coastal reclamation, where 17 islands and a waterfront city will be reclaimed and built, still faces legal constraints.
          The multi-trillion rupiah project which will increase the capital city's area by 2,700 hectares still needs the passage of Jakarta draft bylaws.
         Therefore, a political party leader has called for the stoppage of the reclamation project until all of its legal and environmental aspects are settled.
         "The reclamation process could be continued if its environmental impact analysis and legal aspects are settled," Mardani Ali Sera, deputy secretary general of the Executive Board of the Prosperous Justice Party, noted in a written statement Wednesday (April 6).
         The issue of the legal aspect of the ambitious project once again came to the surface in recent days after the Corruption Eradication Commission (KPK) disclosed an alleged corruption scandal linked to the deliberations of a Jakarta bylaw that governs the project.

EMPLOYERS LAUD INCREASE IN NON-TAXABLE INCOME

          Jakarta, April 8 (Antara) - The Indonesian Employers Association (Apindo) has hailed the government's decision to raise the annual non-taxable income (PTKP) amount from Rp36 million to Rp54 million.
         The government has put forth a proposal to the House of Representatives to increase the PTKP from Rp36 million to Rp54 million per annum to be effective starting this year.
         "It is a positive move and good for the government to raise the PTKP amount as it could boost the purchasing power of the people," Apindo General Chairman Haryadi Sukamdani stated after attending a discussion at the office of the chief economic minister in Jakarta on Thursday.
         He acknowledged that the hike in the PTKP amount will increase the burden on employers, particularly in terms of health security guarantee, which is twice the PTKP amount.
         However, he pointed out that the matter was still within bearable limits since the new government's policy will stimulate consumption.

INDONESIA DEVELOPING HALAL TOURISM

          Jakarta, April 7 (Antara) - Indonesia is now intensively promoting the development of halal tourism in an effort to attract tourists from Muslim nations, particularly countries in the Middle East.
        The Tourism Ministry has designated at least 10 provinces as halal tourist destination regions, which comprise six provinces or special regions in Java (Banten, Jakarta, West Java, and Central Java, in addition to Yogyakarta and East Java), two in Sumatra (West Sumatra and Aceh), one in Kalimantan (South Kalimantan) and one in Nusa Tenggara (West Nusa Tenggara/NTB).
         The Tourism Ministry will formally announce Aceh and West Sumatra provinces in Sumatra as halal tourist destinations in 2016. The announcement will be made following the announcement of Lombok (NTB) as a halal tourist destination.
         Indonesia has to develop its halal tourism destinations as these have the potential to attract foreign tourists (particularly those coming from the Middle East), according to Oneng Setya Harini, assistant deputy for People Empowerment and Destination Management of the Tourism Ministry.

GOVERNMENT URGED TO HALT JAKARTA COASTAL RECLAMATION PROJECT

          Jakarta, April 7 (Antara) - A political party leader and fishermen have called on the Jakarta authorities to halt the North Jakarta coastal reclamation project until all legal and environmental aspects of the project are settled.
         "The reclamation process could be continued if its environmental impact analysis and legal aspects have been settled," Mardani Ali Sera, deputy secretary general of the Executive Board of the Prosperous Justice Party, noted in a written statement on Wednesday (April 6).
         The Jakarta reclamation project, in which at least 17 reclaimed islands and a waterfront city will be built, was initiated in the era of the New Order government over two decades ago. However, environmentalists are opposed to the plan, claiming that it would destroy the ecosystem and worsen the annual flooding.
        According to Mardani, the North Jakarta Bay reclamation project needs to be halted and re-discussed from the perspective of ensuring the prosperity of Jakarta's residents.
        He stated that the process of reclamation could be continued after its environmental impact analysis and legal aspects had been addressed.

GOVERNMENT TO IMPROVE IRRIGATION SYSTEM

          Jakarta, April 6 (Antara) - As an agricultural country with the fourth-largest population in the world, reaching over 250 million, Indonesia has to maintain its food resilience for the people.
         The agricultural sector is the main pillar of the country's food sector. Therefore, it should be supported by an efficient irrigation system.
         To this end, the government is aware of the importance of having adequate irrigation infrastructure to support its agricultural system, which will facilitate the production of food commodities in the long run.
         "We have to sit together to discuss the issues related to the irrigation sector as it has a crucial role in supporting the country's food resilience," Chief Economic Minister Darmin Nasution stated in Jakarta on Tuesday (April 4).

GOVT TO TRACK TAXPAYERS THROUGH REGISTERED CARDS

          Jakarta, April 1 (Antara) - A legislator has proposed that the taxpayers' numbers (NPWP) should be included in their identity cards (KTP) to make it easy for the government to trace taxpayers.
         This proposal came after the government, in this case the Finance Minister, issued a regulation requiring reports on credit card transaction data. This is part of the government's efforts to track down taxpayers and increase tax revenues.
         Failing to meet its tax target last year, the government is determined to go all out to collect taxes it has set this year at Rp1,360 trillion. Last year, it failed to meet the target set in the state budget at Rp1,294 trillion. It only collected Rp1,060 trillion, or about 81.9 percent of the target.
         "It has been hard to trace taxpayers so far. Many of them have separate NPWP and KTP cards with different addresses so tax officials face difficulties tracing them," legislator Hery Gunawan, a member of Commission XI on Financial Affairs of the House of Representatives (DPR), said in Sukabumi, West Java, on Thursday.
         He said the House has been deliberating a proposal at the Commission level and hopefully, in the near future it will be submitted to the government. The inclusion of the NPWP in the identity card (KTP) of the taxpayers is expected to boost state income from the tax sector.
