Jakarta, Jan 20 (Antara) - After inaugurating the seven-kilometer(km)-long Section I of the Palembang-Indralaya toll road spanning 22 km in South Sumatra last October, President Joko Widodo will inaugurate two more sections of the Trans-Sumatra Toll Road in Lampung Province.
The two more sections to be inaugurated on Sunday are the 8.9-km-long Bakauheni-Interchange Section 1 and the 5.6-km-long Lemantang-Kota Baru Section 5. These two sections are parts of the Bakauheni-Lampung-Terbanggi Besar segment stretching 140.938 km in length.
Bakauheni-Lampung-Terbanggi Besar Segment is part of the giant Trans-Sumatra Toll Road project that stretches some 2,700 km long from the Bakauheni Ferry Port of Lampung Province in the eastern part of Sumatra to Aceh Province in the western tip of the island.
The Bakauheni-Lampung Terbanggi Besar toll road is under construction. The cornerstone for the construction of this segment was laid by President Joko Widodo (Jokowi) on April 30, 2015.
According to Wikipedia, this toll road is one of the segments within the Trans-Sumatra Toll Road network assigned directly by the government to state-owned toll road construction company PT Hutama Karya (HK).
Its construction is being carried out by PT Pembangunan Perumahan (PP), PT Waskita Karya, PT Wijaya Karya, and PT Adhi Karya through the assignment scheme of the Ministry of State-owned Enterprises (SOEs).
The two sections -- Section I from the Bakauheni Ferry Port to the Bakauheni Interchange and Section 5 from Lematang to Lampung's Kota Baru -- will be inaugurated by President Jokowi on Sunday (Jan 21).
President Director of PT HK I Gusti Ngurah Putra remarked in a press statement in Jakarta on Saturday that it had completed the construction of Sections 1 and 5.
Putra noted that Section 1 is part of the Bakauheni-Sidomulyo Package 1 work, while Section 5 is part of the Package 2 of Sidomulyo-Kota Baru.
The Bakauheni-Terbanggi Besar Segment is being built through synergy between PT Hutama Karya and four other state-owned construction companies: PP, WIKA, Waskita Karya, and Adhi Karya.
The Bakauheni-Terbanggi Besar section, spanning a length of 140.938 km, is divided into four packages. PT PP (Persero) is working on package 1, from Bakauheni to Sidomulyo, measuring 39.40 km; PT WaskitaKarya is building package 2, from Sidomulyo to Kotabaru, spanning 40.6 km; PT AdhiKarya is working on Package 3, from Kotabaru to Metro, measuring 29 km; and PT Wijaya Karya is working on package 4, from Metro to Terbanggi Besar, stretching 31.93 km.
While working on the overall development package of the toll road segment, Putra is confident of completing it on target. According to Putra, land acquisition has reached 95.02 percent completion, while construction work is 65.65 percent complete.
"Through synergy between SOEs, established since the start, we are optimistic of completing everything on time," he emphasized.
The cost of building the Trans-Sumatra Toll for the Bakauheni-Terbanggi Besar segment reaches Rp16.8 trillion, and the share of capital or equity has reached 52 percent, through State Capital Investment during the 2015-2016 period worth Rp2.2 trillion, and through the gradual issuance of Hutama Karya bonds amounting to Rp6.5 trillion. The remaining 48 percent is met through an investment loan scheme of seven banks and PT Sarana Multi Infrastruktur Company.
He had stated on December 27, 2017, that Hutama Karya had received loans worth approximately Rp8 trillion from a banking syndicate comprising Bank Mandiri, Bank BNI, Bank BCA, Bank CIMB Niaga, Bank Maybank Indonesia, Bank ICBC Indonesia, and Bank Permata.
"PT Sarana Multi Infrastruktur will provide a stand-by loan to assist the company in meeting its obligations in case of a cash flow deficit during the toll operation period," Putra explained.
PT Hutama Karya, an SOE engaged in construction services, was founded in 1960 and is known as the creator of the Sosrobahu technology.
Through Presidential Regulation No. 100 of 2014, HK was officially tasked with building the four segments of the Trans-Sumatra Toll Road.
It was later revised to Presidential Regulation No. 117 of 2015, with a new mandate for HK, which is to develop all 24 segments, with eight priority segments targeted for completion by 2019.
Under the current term of President Jokowi, the government is planning to complete at least eight toll road segments of the Trans-Sumatra Toll Project in 2019.
The eight toll segments are 17-km-long Medan-Binjai, 22-km-long Palembang-Indralaya, 140-km-long Bakauheni-Terbanggi Besar, 131-km-long Pekanbaru-Dumai, 100-km-long Terbanggi Besar-Pematang Panggang, 85-km-long Pematang Panggang-Kayu Agung, 90-km-long Palembang-Tanjung Api Api, and 60-km-long Kisaran-Tebing Tinggi, with the total length reaching 645 km.
