PRESIDENT YET TO DECIDE SECOND CABINET RESHUFFLE

          Jakarta, Nov 14 (Antara) - Even though a second cabinet reshuffle has become a public discourse of late, President Joko Widodo has yet to decide to revamp his cabinet immediately again after he replaced a number of ministers last August.
         "Last night the President and the Vice President met with the leaders of political parties grouped in the Great Indonesia Coalition(KIH). A cabinet reshuffle will not be imminent but the President and Vice President know when it will be carried out," Cabinet Secretary Pramono Anung said in East Java Friday night.
         Promono was reluctant to speak much about the possible replacement of a number of ministers who are considered to have not yet contributed well to the government. He only stated that the government now was trying to strengthen its support to political parties so that they will be strong in the Parliament and in the government.
         Therefore, supporting political parties will be reinforced, according to Pramono. So, the term of the KIH, which is an alliance of political parties supporting Jokowi during the election, will no longer be popularized.
         "It is now time not to use the KIH term, but support political parties," Pramono said, as there are political parties which will become new supporters of the government.



         There are a number of political parties which are openly making an approach to the government, such as the National Mandate Party (PAN), Promono said. PAN openly stated its readiness to support the government.
         Jokowi will provide a place for supporting political parties, including a ministerial berth, the cabinet secretary said.
         Therefore, the government is concentrating on strengthening the support it gains from political parties instead of carrying out a cabinet reshuffle soon for the second time.
         Vice President Jusuf Kalla has said it is not yet time for the government to announce the second cabinet reshuffling.
         "The government is still busy. The president and I will go abroad. Besides, the time for simultaneous regional elections is getting closer, so this is no time to reshuffle cabinet," Kalla remarked here on Friday.
         Cabinet reshuffle plans also became one of the subjects of discussion in a closed-door meeting among President Joko Widodo, Vice President Jusuf Kalla, and the officials of government supporting the party on Thursday night.
        "The meeting of the government supporting party with the president and myself is a routine. We talked about political matters, the matter of cabinet reshuffling was also part of the talks, but the president said it was not yet time to do so," Kalla noted.
         House Deputy Speaker Fadli Zon is said to have asked President Joko Widodo (Jokowi) to reinforce his cabinet while discussing a second cabinet reshuffle.
        "It is the President's prerogative to reshuffle his cabinet ministers. But we have to say that the President should have a strong cabinet, which is filled with competent personnel in their respective field and have no political baggage," Fadli said at the Parliament building on Thursday (Nov. 5).
        He made these remarks after meeting with President Jokowi at the State Palace, adding that if the cabinet is strong, it will be very helpful for the President to run his government and also debunk the impression that the President is working alone.
         "When we spoke to him about the matter, the President only nodded. I only provided him with an input," the Deputy Chairman of DPR said.
         Fadli, who is also the deputy chairman of the Great Indonesia Movement (Gerindra) Party, said he did not discuss certain ministers, who should be replaced, during the meeting.
         "We did not discuss apolitical parties and individuals. We want the government's targets to be achieved. So, strong and professional personnel are needed," he noted.
         He further stressed that as far as the national interest is concerned, there should be no such term as Great Indonesia Coalition (KIH) or White-Red Coalition (KMP). According to him, with regards to national interest, all must be united and there should be no political bulkheads.
        "But I have to stress that Gerindra's position is outside the government," he added.
         In the meantime, political observer Agung Supriyo of the University of Indonesia (UI) supports the idea to reshuffle his cabinet.
        "I agree with the President's move if he reshuffles his cabinet for the second time to optimize the performance of his ministers," he said in a discussion on democray.
         He said the first reshuffle was carried out last August due to lack of communication, discord and inappropriate coordination among ministers.
         The President had reshuffled three coordinating ministers and repositioned two technical ministers to improve coordination and communication, noted Agung.
         However, after the first reshuffle, there were still instances of miscommunication among the cabinet ministers.
         Agung saw the minister's performance has not been optimum and needed to be improved.
          "Unless these flaws are corrected soon, miscommunication and lack of coordination could erode the public trust in the government," he said.
         President Jokowi first reshuffled his working cabinet on Wednesday, August 12, 2015,  and installed six new ministers. They were Sofyan Djalil, Luhut Pandjaitan, Darmin Nasution, Rizal Ramli, Thomas Lembong and Pramono Anung.
         Sofyan replaced Andrinof Chaniago as the national development planning minister/head of the National Development Planning Board (Bappenas).
         Luhut, a retired general and presidential chief of staff, replaced Tedjo Edhy Purdijanto as the coordinating minister of political, legal and security affairs, while Darmin, a former governor of Bank Indonesia, took up Sofyan's previous position of the coordinating minister of economic affairs.
         Rizal, who is a former coordinating minister of economic affairs and was the minister of finance under the administration of former president Abdurrahman Wahid, replaced Indroyono Susilo as the coordinating minister of maritime affairs.
         Lembong, a former official of the Indonesian Bank Restructuring Agency, took up the position of Rachmat Gobel as the minister of trade.
         Pramono, a senior politician of the ruling Indonesian Democratic Party of Struggle, replaced Andi Widjajanto as the cabinet secretary.***2***(A014/INE/o001)EDITED BY INE
