Jakarta, July 27 (Antara) - After fasting for one month, the Indonesian
Muslims will celebrate the post-fasting Idul Fitri festivity, marked
with 'takbiran' (recital of God greatness) on Saturday night and Idul
Fitri prayers on Monday morning.
The words of 'Allahu Akbar' (God is great) are echoed by Muslim
congregations at mosques and at other places of warships such as
'Musholla' (small mosques).
In many parts of the country, 'Malam Takbiran' (the night when God
greatness is repeatedly recited, that is the night before the Idul Fitri
is said the next morning) is usually celebrated in convoys with mobile
congregations on different vehicles.
To maintain security and order, the National Police therefore called on
the public to avoid convoys on highways when they celebrate the 'malam
tabiran' event on Saturday night.
"We
appeal to the public to conduct the 'takbiran' ritual at houses of
worship at the end of their fasting month, rather than celebrating it in
convoys on mobile vehicles," General Information Head of the Human
Relations Division of the National Police, Senior Commissioner Agus
Rianto said on Friday.
He mentioned a case that took place last year when Muslim congregations
conducted a parade to celebrate the 'Malam Takbiran' on roads, one of
the participants fell from the vehicle and was seriously injured. He was
then not able to join the next day Idul Fitri celebrations with the
family.
After all, he said, traffic police are inclined to tolerate traffic
violations and avoid ticketing them during the 'Malam Takbiran' activity
conducted by congregations in convoys. This is very dangerous. "However,
if the parade activities have come to a stage of endangering
congregations, we will not hesitate to take firm actions. So, we hope
the parade should proceed securely, conveniently and in an orderly
manner," Agus Rianto said.
Thus, he suggested that Muslim congregations should celebrate the Idul
Fitri festivities while maintaining security and public
order. "Indonesia is a country with a heterogeneous society. Not all
will celebrate the Idul Fitri festivities. The activities should not
disturb our brothers who do not observe it," stressed Agus.
Earlier, National Police Spokesman Brigadier General Boy Rafli Amar
said that about 137,795 police personnel are set to secure the situation
in Indonesia before, during and after the celebration of Idul Fitri day
which will fall between July 28 or 29 this year.
"Operation Ketupat started on July 22 and will end on August 6. We will
work together with related officials to ensure the security during the
Idul Fitri celebration this year," said Boy.
The spokesman said the police personnel would be stationed in public
places such as shopping malls, markets and other places with high number
of people. Boy added a number of traffic police would be deployed to
secure main roads used by homebound travelers.
He predicted there would be 28 to 30 million who will make use the Idul
Fitri holiday to visit their hometown this year.
Police are coordinating with several stakeholders to serve the public
and support Ramadhan homecoming to ensure the trip is smooth and secure.
"The operation is supported by Indonesian Military, which has prepared
ten thousand soldiers; Civil Service officers in each city; and
Transportation Ministry officers," Boy said.
The police will implement preventive actions and early detection to
secure the traffic condition. It will also be focusing on shopping
centers and business centers during the last days of Ramadhan month.
About 10,000 military troops, 7,795 officials from the Ministry of
Transportation and 8,905 Public Order Police (Satpol PP) would also help
the police to secure the Idul Fitri celebration in Indonesia this year.
Special
for the capital city Jakarta, the Jakarta Metropolitan Police is
deploying a total of 7,226 joint military and police personnel to
maintain security and order during the Idul Fitri festivities.
"There is an adequate number of Jakarta Police personnel who
are deployed," Chief Public Relations Officer of the Jakarta Police
Senior Commissioner Rikwanto said.
He said that the Jakarta 'Giat Operasi Ketupat' operation is part of
the National Police's 'Operasi Ketupat 2014' security program for this
year's Idul Fitri festivities.
The Giat Operasi Ketupat will last for 16 days from July 22 to August 6, 2014.
Rikwanto said the launch of the operation coincided with the General
Elections Commission's (KPU's) activities in implementing the 2014
presidential elections.
He said that police will also focus attention on vacant houses which
are left behind by their occupants who are going hometowns to celebrate
the festivities with their friends, relatives and to have other
reunions.
"We are coordinating with the local governments and suggest that the
neighborhood security system (Siskamling) should be reactivated," added
Rikwanto.
In the meantime, the National Police said the public order condition
and security in the country --since the launch of the 'Operasi Ketupat
2014' up to three days before the Idul Fitri-- remained conducive.
'Ketupat' is a rice cake served with chicken curry and is a food icon
for the Idul Fitri or Lebaran event.
"Up to now, the public security and order conditions remain under controlled," Agus Rianto said on Friday.
According to Brig. Gen Boy Rafli Amar, for the pacification of events
during the D-Day of Idul Fitri, police will guard every religious
activity beginning from the 'Malam Takbiran' activity on Saturday night
until the holding of the Idul Fitri prayers on Monday morning in places
of warship across the country.
In the post-D-Day period, police will focus on guarding tourist
destinations which become the target of Idul Fitri holiday revelers.
Security officers will cooperate with stakeholders and prepared 2,700
security command posts and service posts.***3***
