Jakarta, Feb 11 (ANTARA) - Against previous statements by lawmakers,
Finance Minister Agus Martowardojo has said that Sports Affairs Ministry
and the House have initiated the change of the Hambalang sports complex
construction contracts from a single-year to multi-years scheme.
As the consequence of the change in the status of the contract from a
single year to a multi-years scheme, the budget should be increased.
"The
budget of the project was raised to Rp2.5 trillion from Rp125 billion
by the Ministry of Sports and Youth Affairs together with the House's
Commission X on sports affairs," the minister said after being
questioned as a witness by the Corruption Eradication Commission (KPK)
over the sports complex construction scandal which caused a loss of
Rp243.66 billion to the state.
"At the end of 2009, the Ministry of Sports and Youth Affairs, namely
the minister and his rank and file, initiated a project where it changed
the Hambalang National Sports Achievement Development Center (PPPON)
into the Hambalang National Sports School, Training and Education Center
(PPPSON)," the minister said here on Tuesday.
The
minister explained that along the year 2010 the Ministry of Sports and
Youth Affairs and the House of Representatives (DPR)'s Commission X
held at least nine meetings to discuss the reasons why the project
should be changed into PPPSON.
He
said that the change in the name of the project was intended to
increase the amount of the budget from the initially set at Rp125
billion to Rp2.5 trillion.
The
KPK is now investigating the Hambalang sports complex development case.
The investigation was based on the State Audit Board (BPK)'s finding
that the project had caused a loss of Rp243.66 billion to the state.
According
to the BPK finding, the finance minister has approved the multi-years
contract. The budgetary director general accomplished it after a series
of assessment processes.
The BPK suspected that the multi-years contracts were against the Finance Minister's Decree 56/PMK,02/2010.
Based on the BPK finding, the Corruption Eradication
Commission previously questioned a number of Commission X members on
the case. The legislators included Eko Hendro Purnomo (the
National Mandate Party/PAN faction), former chairman of Commission X,
Mahyudin from the Democratic Party Faction, former deputy chairman of
Commission X Rully Choirul Azwar of the Golkar Party Faction, Commission
X member I Wayan Koster of the Indonesian Democratic Party Faction and
former Commission X member Angelina Sondakh of the Democratic Party
Faction.
Mahyuddin said after questioning that Commission X endorsed a budget
under a single-year scheme, not multi-years scheme such as implemented
when the project was done.
Mahyudin who was also questioned on the case on January 15, 2013 said
he had never agreed to the Rp2.5 trillion budgets for the Hambalang
sports complex development and the procurement of its facilities.
Finance Minister Agus Martowardojo said it was the Ministry of Sports
and Youth Affairs and the House of Representatavies (DPR)'s Commission X
which had initiated the increase in the budget of the Hambalang sports
complex project from Rp125 billion to Rp2.5 trillion.
He said the Ministry of Finance was not involved in the discussion of
the increase in the Budget in the House, saying he himself was appointed
finance minister only on May 20, 2010 while discussions among the
ministry of sports and youth affairs and Commission X had begun since
January 2010.
"So, I think it is the budget user (the ministry of sports and youth
affairs) that had to be responsible for," the finance minister saying
the sports minister's is responsible for his ministry's budget planning
and spending.
"The Youth and Sports Affairs Minister as the user of the budget fund
in line with the law is certainly responsible for the planning,
implementation, reporting even in issuing letter of payments," Agus said
after being grilled by the Corruption Eradication Commission for almost
10 hours on Tuesday.
Agus was questioned by the anti-graft body as witness in the Hambalang
sport center graft case with former Youth and Sports Affairs Minister
Andi Malarangeng as a suspect.
"Now as the sports and youth affairs minister has been named a suspect
we pray that he could explain everything clearly," he said.
On the Hambalang corruption case, the KPK has named suspects Deddy
Kusdinar, head of the Ministry's Planning Bureau and former sports and
youth affairs Andi Mallarangeng.
Meanwhile, Rizal Mallarangeng, the spokesman of the Malarangeng family,
has accused Finance Minister Agus Martowardojo of being one of the most
responsible in the sports comlex construction scandal, saying Agus had
approved the financing of the the project without the knowledge of
sports and youth affairs minister Andi Alfian Malarangeng.
KPK already questioned 70 witnesses related to the Hambalang case
including general chairman of the ruling Democratic Party Anas
Urbaningrum and his wife Athiyya Laila, and a number of other
politicians.
The case began when in 2009, Ministry of Youth and Sports Affairs
proposed a budget of Rp1.25 trillion for the construction of the project
and the budget allocation.
Of the proposed budget of Rp1.175 trillion, an allocation of Rp275
billion got the required approval. Rp125 billion were to be allocated
through the 2012 state budget and the remaining amount of Rp150 billion
was to be allocated through the revised 2012 state budget.
Later the amount of the budget for multi-years contracts rose to about Rp2.5 trillion.
The Hambalang project, in Sentul, Bogor (West Java) was expected to be
built in three stages with a total amount of Rp2.5 trillion. However,
the KPK is only investigating funds allocated for the physical
construction of the project worth Rp1.2 trillion.***2***
