PT JM ASKED TO SOLVE CONFLICT, FINISH MONORAIL IN 2017

          Jakarta, Feb 26 (Antara) - Last October, Jakarta commuters welcomed the start of construction of the Jakarta monorail project, marked by the groundbreaking inauguration by Jakarta Governor Joko Widodo.
         "With thank God, today, that we will resume construction on the project. There will be no more pillars lying around idle and unused," Joko Widodo, better known as Jokowi, said while inaugurating the groundbreaking ceremony in the Kuningan area, South Jakarta, on October 16, 2013.
         Before the groundbreaking, the Jakarta monorail project had previously begun work five years ago but was halted later, although pillars in some sections had been erected. Since then, the pillars have been left idle for about five years.
         However, the construction has again been disrupted because of difference calculations about the cost invested in building the pillars.
         State-owned PT Adhi Karya already erected pillars in a number of sections of the elevated monorail tracks, when it was involved earlier in the construction of the mass transport project.    

  
    Later, Adhi Karya quit and PT JM agreed to take over and repay the costs spent by Adhi Karya in building the pillars.

         However, due to different calculation, PT Jakarta Monorail (JM) still refuses to refund the construction cost of the pillars,
    "There have been statement that the amount we have to pay is Rp190 billion, but it has no legal basis," JM President Director John Aryananda told reporters last week.

         On April 21, 2010, the government's development finance comptroller (BPKP) conducted due diligence of the project. The result of the assessment indicated the value of the project was US$14.88 million. The BPKP used an exchange rate of Rp9,161 against the US dollar.
         An independent assessment carried out as of January 31, 2013 indicated the value of the monorail pillars was Rp193 billion.
         Therefore, Jakarta Governor Jokowi asked the two sides (PT JM and PT Adhi Karya) to negotiate and resolve their differences so the monorail project would not be delayed for a second time. 
    "Adhi Karya should have followed the value made by the BPKP.  But they should sit together and meet in mind on that point. They should not make the matter too difficult," Jokowi said.

         He said he would continue to ask PT JM to settle the conflict with regard to the monorail pillars. "I will continue to urge PT JM to finish the problem soon and complete the required conditions," the Governor said.
         Besides meeting with PT Adhi Karya officials, the Jakarta governor will also renegotiate with PT JM regarding passenger targets and advertisements.
         "If passengers of the monorail do not reach 160 thousand, the Jakarta regional government is requested to provide a subsidy for PT JM. We do not want this and we have to negotiate this point," Jokowi said on Wednesday.
         The second point, he said, is related to the use of the Jakarta government's assets, classified as properties. This point in the contract should be changed because not all of the Jakarta government's assets could be included as properties in that case. "The monorail pillars are over the green line," he asserted.
         Jokowi said that the locations for billboards to be erected should be made clear, who will advertise on them,  and who owns the billboards.
         With the physical construction of the Jakarta monorail project, which will spend a fund of US$1.5 billion, the monorail will have 200 rail cars for both green and blue lines. One monorail will consist of about six to eight rail cars.
         "The question is that whether billboards will be put on spaces around the monorail areas or other spaces outside the monorail areas. We need to make this clear, as well," Jokowi said.
         The monorail will serve routes consisting of a green line stretching 14.3 kilometers with 16 stations and of a blue line spanning 13.7 km with 14 stations.
         According to plans, the green line will cover a route passing through the Jakarta police headquarters, Kusuma Candra, the Jakarta Stock Exchange, Bung Karno sports complex, Plaza Senayan, TVRI station, Senayan Taman Ria Park, the Parliament building, Pejompongan, Karet, Sudirman, Setiabudi Utara, Kuningan Sentral, Taman, Rasuna, Casablanca, Grand Melia and Satria Mandala.
         In the meantime, the blue line will travel the route of Kampung Melayu-Tebet-Dr Sahardjo-Menteng Dalam-Casablanca-Ambassador-Dharmala Sakti-Menara Batavia-Karet-Kebon Kacang-Tanah Abang-Cideng-Roxy-Grogol.
         Jakarta Deputy Governor Basuki Tjahaja Purnama has also asked PT Jakarta Monorail to complete the construction of the project in three years.
         "If PT JM fails to accomplish the construction of the project in three years, we will stop it and all facilities that have been built will be owned by the Jakarta regional government," Basuki, better known as Ahok, said at the City Hall on Wednesday.
         Ahok said that the previous agreement between the Jakarta regional government and PT JM, in principle, contained technical matters on the construction of the project.
         He said that there must be clear regulations regarding the termination of the agreement if PT JM failed to meet its commitment, so that it would not become a disadvantage for the regional government.
         "That is why we have to conclude a new agreement with PT JM. We do not want the monorail project to be neglected again, and we do not want to become the party who suffers the losses," the Jakarta deputy governor said.
         Ahok explained that one of the clauses that would be added to the new agreement concerned the termination of the project if PT JM failed to finish it in three years, and facilities already built would be handed over to the Jakarta regional government.
         "We will include the clause in the new agreement as a guarantee. If PT JM has a serious intention, it must be able to finish the project in three years," the Jakarta deputy governor said.
         He reiterated that his side would only offer a three-year deadline to PT JM to build one corridor and an additional time would only reach a maximum of six months.
         "In essence, we will give PT JM three years, and an additional time of six months. It is up to the company which of the two corridors it will develop in the first place, the green or the blue line," Ahok said.***2***
