MILITARY, POLICE NEED COMMUNICATIONS IN GRASS ROOTS

          Jakarta, March 9 (Antara) - Thursday's attack by military personnel on a police station in South Sumatra, has raised many quarters' concern, blaming the incident on the lack of communications of the military and police in the grass-root level.
         "We are sad and regret the incident. The attack on a police station in Ogan Kemering Ulu (OKU) was just another incident which involves the two institutions. Members of the two institutions have often clashed in the past," Tjatur Sapto Edi, a member of the House of Representatives (DPR)'s Commission III on defense affairs, said in Yogyakarta on Friday.
         The same concern was also expressed by Hamidah Abdurrachman, member of the National Police Commission (Kompolnas).  She said the acts of the military personnel who attacked, destroyed and set fire to the police station were something that stabbed the police institution.
         "The commander of the Indonesian Defense Forces (TNI) should take stern actions against the TNI members immediately," Hamidah Abdurrachman said.
          A group of military members from Artillery Battalion 15 of South Sumatra's Sriwijaya Military Command II attacked the OKU police headquarters, setting it on fire and injuring a number of police officers.

 
         They have originally planned to stage a peaceful protest at the police station and demanded for explanations on the shooting to death of a military member by a police officer. But the protest later turned into chaos, with some of them setting fire to it.
         The People's Consultative Assembly (MPR)'s Deputy Chairman Lukman Hakim Saifuddin urged National Defense Forces (TNI) Chief Admiral Agus Suhartono to apologize for the incident.
         "The TNI chief should immediately apologize to OKU people for the unlawful act by TNI members in Ogan Komering Ulu on Thursday," Lukman said.
         Lukman  urged the TNI chief and National Police Chief Gen Timur Pradopo to instruct all military and police members to exercise self-restraint in order to prevent the OKU incident from spreading.   
    "It is important to do it to restore public confidence against the TNI and Police," the House deputy chairman noted.

         Legislator Tjatur Sapto Edi said the incident indicated that the police and the military service were lacking communications.
         "Police as an institution to maintain security and the military as a defense apparatus are lacking communications in the grass-root level.  We are convinced that the upper level of both institutions have built good communications because we have often held coordination with the two institutions. But in the field, particularly in the grass-root level, communications are not built," Tjatur said.
         He said that both institutions should take control of their members and maintain conducive situation. "Both parties must meet to find a point of compromise," he added.
         The lawmaker also asked police to settle the shooting case by a police officer of the military member, by taking him to justice. The military members who were involved in the arson of the police station should also receive sanctions.
         "I think the key to settle the problem is transparency, openness and communications. We appealed to the OKU police resort and the military command to develop intensive communications," the lawmaker said.
         Former vice president Jusuf Kalla shared the same view, saying that the two institutions needed communications. He said that they lacked communications.
         The leaders of the two institutions should set examples in building communications.
         "The leaders of the two institutions need to set examples for their subordinates and build relations between the institutions," Kalla said. He said all members of Police and TNI must have leadership skill as a main asset for them.
         The former vice president said that the attack by military members of the OKU police station was a result of problem that existed in the relations between the two institutions.
         "The two institutions have a problem of relations. Relations between the leaders and the subordinates also have problems," noted Jusuf Kalla.
         Regarding the pride of police/military members of their corps, Kalla said both military and police members must love their corps but their love must be used for positive things. Their love should not create something negative for others.
        TNI Commander Admiral Agus Suhartono also acknowledged that military personnel need to be proud of their own corps and their passion of war  "but it should not be reflected in the wrong place because it would have sanctions."
   He said that in this case the military personnel had taken a wrong action in a wrong place.

        Therefore, the TNI will take actions against its personnel who were proven to act unlawfully.
        Now there are 30 members of TNI who are being investigated.  A TNI team is now examining 30 TNI personnel over an attack on police station in Ogan Komering Ulu, South Sumatra, Agus said.
        "According to the army chief, there are 30 military personnel who are now being investigated," the TNI commander said
    The 30 military personnel are believed to have been involved in vandalizing and setting fire on the police station in OKU, South Sumatra.

        "We have identified and are examining 30 military personnel. Please wait (the investigation results)," Agus said.
         In the meantime, National Police Chief General Timur Pradopo said his side and the Military Police (POM) officers were now conducting investigation into the case. "Please give us time (to investigate it)," he said.
         Timur Prodopo said the investigation was conducted based on the president's directives  that the law should be upheld well and rightfully.
         The police chief said the Army commander and the South Sumatra governor will help rebuild the damaged police station in Ogan Komering Ulu.
         "The Army chief and the governor will provide assistance in the rebuilding of the damaged OKU police headquarters so that it would be able to provide services to the people again," the police chief said on Saturday.
         Pradopo said that police should not stop their services for the people only because of the incident. So, the police station should be rebuilt so that it would resume its services for the people.
         In the meantime, the  law would be upheld with regard to the attack on the police station and the shooting of the military personnel by a police which allegedly triggered the incident***2***
