INDEPENDENT TEAM NEEDED TO INVESTIGATE COLLAPSED MAHAKAM BRIDGE

          Jakarta, Nov 30 (ANTARA) - Last Saturday's collapse of the 10-year-old Kutai Kartanegara (Kukar) bridge over the Mahakam River in East Kalimantan  has elicited expressions of  concern from  many quarters at home and abroad, including engineers, legislators and experts.
         To find out what caused the tragedy in which  at least 19 people were killed and dozens of others injured, the government has been urged to set up an independent team of experts that could do the job  professionally.
         "Surely, certain parties  must be  held responsible for the collapse of the bridge and in this case the government should set up an independent team to investigate it," Malkan Amin of the House Commission V on transportation affairs said on Wednesday.
          Malkan said  it was ironical to see the facts that a bridge which was only built ten years ago could collapse while many other bridges which were built during the Dutch colonial era were still strong and safe to use until today.
         Therefore, the government should form an independent team to investigate the accident. The need to conduct a comprehensive investigation was also stressed by the Indonesian Engineers Association (PII).

 
          PII Chairman Said Didu said that his organization hoped the government would seriously conduct investigation into the causes of the accident which killed 19 people and injured tens of others.
         "For the improvement of professional standards, safety and infrastructure development supervision ahead, the government should find the causes of the collapse of the bridge, which spans 710 meters over the Mahakam river," Didu said.
         He said that the collapse of the bridge had become the attention of the international world; it even became the topics of informal talks of the Conference of ASEAN Federation Engineering Organization (CAFEO) which was currently taking place in Brunei.
         According to Malkan, a former general chairman of the National Construction Service Development Institute (LPJKN), the independent team should be composed of experts from universities so that it could be expected to reveal the causes of the accident soon.
         He said that actually it was not too difficult to reveal the causes of the collapse of the bridge because all documented facts were complete and what remained to be done was to fix them with the conditions in the field.
         Taking the form of the Golden Gate bridge in San Francisco, the bridge was built by state-owned bridge construction firm Hutama Karya in 1995 and began official operations in 2011.
         Spanning 710 meters over the Mahakam River, the bridge is the longest suspended bridge in Indonesia with a suspended section of 270 meters.
         Malkan said that investigation should pass on at least three phases, among others, on parties involved as consultants, contractors and in the maintenance. The phases cover planning consultant, contractor and supervision consultant parties.
         The investigation, according to Malkan, could really reveal who are to be held responsible for the collapse of the bridge. Contractor should do the work based on technical document as required by the construction of a bridge which is produced by the consultant on planning.
         Consultant on the supervision has the task of supervising the work until it is completed based on the requirements. It should assure that nothing has been reduced in the requirement, Malkan said.
          If both sides have already carried out based on the requirements as contained in the technical document, the consultant on planning should see whether all bridge construction need is already calculated carefully and nothing is left. The same thing also applies to the maintenance phase, so that if there is one element is left it will be known soon.
         "Therefore, the government should set up an independent team to investigate it so that it would not create slander for the parties involved in the construction of the bridge," Malkan said.
         Reports mentioned that PT Perencana Jaya is the consultant company in the construction of building and bridge while PT Hutama Karya (HK) acted as its contractor and PT Bukaka Teknik Utama is given the task of maintenance services.
         Yet, Hutama Karya was once in charge of the maintenance work for about 180 days.
         "Based on the contract with the Public Works Ministry (PU), the period of our maintenance for the bridge was only for 180 days which ended in 2001," HK Corporate Secretary Ari Widiyantoro said.
         He said that the maintenance period by HK was not long because it was still in the project's construction period from 1995 to 2001. After that period, HK conducted a final hand over (FHO) to the ministry of public works in its capacity of the provider of the maintenance work.
         "We have handed over the technical and physical work to the work provider because we have completed the maintenance work," Ari said.
         He said that HK only served as the contractor based on the mandate given by the project owner, the ministry of public works (PU). PT Perencana Jaya was given the mandate to produce the graphic design of the bridge.
         He said that PT Perencana Jaya was given the mandate to design the bridge. After it completed the design of the bridge, HK did its construction. At the time, HK was given four work packages for the 1999 - 2001 period.
         The first package was done in 1995 and the last one ended in 2001. "This is based on the contract with the owner," he said. The total value of the four packages of the contract was Rp104 billion. The funds were taken from the state budget and from the overseas assistance.
         Regarding the maintenance, Ari said his company only knew that the last company to do the maintenance work was PT Bukaka Teknik Utama in 2011.
         PT Bukaka Tekni Utama's Product Development Vice President Eko Ariwandono said meanwhile that before his company was given the maintenance task, the bridge was already in 'sick' condition.
         "Before it was given to us, it was already sick. The bridge was then handed to the 'emergency unit'," Eko said.***5***
